Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation in its entirety; quotes are being requested and a written solicitation will not be issued. This procurement shall be conducted under FAR Parts 12 Commercial Acquisitions and FAR Part 13 Simplified Acquisition Procedures. Award to this solicitation shall be based on the offeror's ability to provide those specific supplies and services stated in the solicitation. Solicitation number VA262-15-Q-0252 is issued as a "Brand Name or Equal" request for quotation (RFQ). The North American Industrial Classification System (NAICS) code for this requirement is 511210. The Small Business size standard is $35.5M. This RFQ is open to all prospective Offerors and is not set aside for small business. The Government intends to award a firm-fixed price award. Responses to the solicitation shall be due on Wednesday, December 24, 2014 at 0800 PST. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Factor 1 - Technical capability of the item offered to meet the Government requirement Factor 2 - Price (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. The VAGLAHS has a requirement for UpToDate Subscription brand name or equal IAW FAR 52.211-6. This "On-Site Only" subscription will cover the period from Jan 1, 2015 - Dec 31, 2015. Listed below is a description of the items being requested in this solicitation and all attachments. UpToDate Subscription - Salient Characteristics: 1.The software license shall provide multiple simultaneous users immediate access to UpToDate, or brand name equal content, from any web-enabled computer or mobile device within the below listed facilities: Antelope Valley Vet Center Bakersfield Community Based Outpatient Clinic (CBOC) East Los Angeles Vet Center Gardena CBOC Los Angeles Ambulatory Care Center Lynnwood CBOC Oxnard CBOC Pasadena CBOC San Luis Obispo Vet Center Santa Barbara CBOC Sepulveda Out Patient Clinic and Nursing Home VA Greater Los Angeles Medical Center 2.Telephone and email technical support shall be provided. 3.Software content shall be continuously updated. 4.The available content shall be written and reviewed by over 4,500 recognized specialty experts, undergoing multiple layers of peer review. 5.The available content shall include over 5,000 fully integrated Drug Monographs and a drug-drug/drug-herb interaction module provided in conjunction with Lexi-Comp databases Lexi-Drugs, Pediatric Lexi Drugs, Lexi-Interact, Lexi-Patient Education, Lexi-Natural Products and Lexi-Drugs International.
