JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (OTFAOC) FAR Part 6 Justification, Supporting Procurements under FAR Part 12, FAR Subpart 13.501, and FAR Part 15 Purchase Request Number: N/A Contract Number: HC1028-13-D-0014 Task/Delivery Order Number: N/A Procurement Title: Communication Technical Support Services (CTSS)-II Contracting Office: Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization (DITCO) - PL8312 Estimated Value: $0.00 Statutory Authority: 10 U.S.C. 2304(c)(1) and 10 U.S.C. 2304(d)(1)(B) JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (OTFAOC) Justification for OTFAOC Number: _ N/A _________________ Upon the basis of the following justification, I, as the Contracting Officer hereby approve the use of other than full and open competition of the proposed contractual action pursuant to the authority of 10 U.S.C. 2304(c)(1), 10 U.S.C. 2304(d)(1)(B), and FAR 6.302-1(a)(2)(iii). JUSTIFICATION 1. REQUIRING AGENCY AND CONTRACTING OFFICE: U.S. Air Force Central Command (AFCENT) A6, 523 Nelson Avenue, Shaw Air Force Base, South Carolina 29152. DITCO PL8312, 2300 East Drive - Bldg 3600, Scott Air Force Base, Illinois 62225-5406. 2. NATURE/DESCRIPTION OF ACTION(S): The purpose of this action is to issue a modification to contract HC1028-13-D-0014 (Lockheed Martin Integrated Systems (LMIS)) to extend the period of performance (POP) for nine (9) months (December 21, 2014 to September 20, 2015) for contract period 6. This modification will enable AFCENT to re-compete and award a follow-on contract. The current ordering period ends December 20, 2014 and task orders (TO) can extend six (6) months beyond. This modification will not increase the contract ceiling of $663,318,850, as there is sufficient ceiling remaining on the contract. 3. DESCRIPTION OF SUPPLIES/SERVICES: CTSS-II, is an indefinite-delivery indefinite- quantity (IDIQ) contract that provides a wide variety of communications support to locations throughout the United States Central Command (USCENTCOM) Area of Responsibility (AOR). It provides support to various Expeditionary Communication Squadron/Commanders, USAFCENT/A6, and the Department of State, Pakistan. An extension of the option period of performance is necessary to provide continuity of service, as additional time is needed to complete the evaluation of the full and open follow-on acquisition. During the extended period, the services provided will remain unchanged from the current state. The extension of the POP of the option period will not increase the contract ceiling of $663,318,850 as sufficient ceiling remains. 4. IDENTIFICATION OF STATUTORY AUTHORITY: Only One Responsible Source And No Other Supplies Or Services Will Satisfy Agency Requirements, 10 U.S.C.2304(c)(1) and 10 U.S.C. 2304(d)(1)(B). (FAR 6.302-1(a)(2)(iii)/DFARS 206.302-1). 5. DEMONSTRATION OF CONTRACTOR'S UNIQUE QUALIFICATIONS: AFCENT's continued and successful efforts supporting USCENTCOM's in Southwest Asia (SWA) is heavily dependent on the use of air power. Air superiority has been, and remains an essential precondition to successful military operations. It ensures the advantages of other Air Force core missions are broadly available to combatant commanders. It includes the ability to control the air so that our military forces do not have to worry about being attacked, while ensuring that joint forces have the freedom to attack in the air, on the ground, and at sea. For the past seven years, LMIS has been the main provider of communication systems by providing operations and maintenance support for base network administration, commercial satellite, tech control, telephone, land mobile radio, and inside and outside cable plant installations for Air Force facilities/locations in Afghanistan, as well as six other nations in SWA. Specifically, these communication services support the continued development of enduring bases in Oman, Qatar, Kuwait, Saudi Arabia and the United Arab Emirates. LMIS also provides communications directly to the war fighter in Afghanistan in supporting the on-going Operations Enduring Freedom (OEF). LMIS has developed a unique team of specialists, all willing to provide support overseas, all with sufficient experience required to execute the mission, all personnel vetted and cleared for overseas deployment, and all firms legally sponsored in the eight nations where bases are located. This background is critical to ensure continuity of support. Due to the breadth and depth of the requirement, the arduous duty, and the exceptional vetting, clearance and support requirements, no alternate team of contractors can develop the work force, carry out the deployments, commence replacing the current support team and achieve an initial satisfactory level of support on several TOs expeditiously. In addition to the required transition time, the timeline required to re-compete an effort of this size is substantial. As a result, award and staffing of the follow-on will not be completed by the end of the existing POP (December 20, 2014). Failure to maintain the current level of support for base-wide and theater-wide communications networks will have significant and substantial detrimental effects on the combat efforts of USAFCENT forces in the USCENTCOM AOR. LMIS is the only firm capable of providing this critical operational support without creating unacceptable delays and adversely impacting the Government by reducing USAFCENT's ability to support on-going combat operations. 6. FEDBIZOPPS ANNOUNCEMENT/POTENTIAL SOURCES: The original United States Navy's Space and Naval Warfare System Command (SPAWAR) -Atlantic contract, N65236-07-D-5877, Request for Proposal (RFP) was released to industry on March 21, 2007. A notice was posted to Federal Business Opportunities (FBO) on May 02, 2014, informing industry that the re-compete effort was beginning with the posting of a draft RFP. After review and revision of the documents, a synopsis of the final RFP was posted on August 21, 2014. This justification is to allow for adequate time to compete the follow-on effort. In addition, this justification will be posted to FBO following approval/award of the action. 7. DETERMINATION OF FAIR AND REASONABLE COST: The Contracting Officer will determine whether costs/prices proposed for future task orders and modifications thereto are fair and reasonable. This will be determined using various proposal analysis techniques identified at FAR 15.404-1. 8. MARKET RESEARCH: Additional market research was not conducted as it was recently undertaken when the option period was exercised in September 2014. In addition, an extensive market research effort was conducted as part of the CTSS-III acquisition. The market research was used to support the decision to re-compete the effort as a full and open competition. As such, the Government has current information pertaining to the marketplace as it relates to this requirement. 9. ANY OTHER SUPPORTING FACTS: Efforts associated with the follow-on, CTSS-III, are currently underway. 10. LISTING OF INTERESTED SOURCES: Interest in the follow-on requirement is high with an Industry Day being held in February 2014. This event provided an overview session along with opportunities for one-on-one sessions to address any concerns and provide recommendations on the requirements. ACTIONS THE AGENCY MAY TAKE TO REMOVE OR OVERCOME BARRIERS THAT LED TO THE EXCEPTION TO FULL AND OPEN COMPETITION: (a) Procurement History. This contract, originally awarded by SPAWAR using full and open competition. The resultant award was a single award IDIQ contract. (b) Full and open competition is being used for the follow-on effort current. Extensive input from industry has been sought and incorporated into the follow-on requirement. The RFP was posted on FBO on August 21, 2014, with a closing date of November 10, 2014. Recurring engagement with industry will ensure that no barriers to competition exist.
