- Draft RFP for Universal Flu The United States Department of Health and Human Services (HHS), Office of the Assistant Secretary for Preparedness and Response (ASPR), Biomedical Advanced Research and Development Authority (BARDA) contemplates, in the future, making single or multiple awards of contracts or other transactional authority arrangements to develop universal influenza vaccine candidates towards FDA licensure. Universal influenza vaccines are needed to improve pandemic preparedness and to better protect the public against seasonal influenza, which is still a significant public health concern. BARDA's goal is to develop influenza vaccines that are more effective than currently licensed vaccines, with a vision towards a truly universal influenza vaccine that elicits long-lasting broad spectrum protective immunity in humans against the widest range of antigenically divergent influenza strains within and across subtypes. *** In accordance with FAR Part 15.201, Exchanges with Industry before Receipt of Proposals, BARDA is posting this pre-solicitation notice and draft Request for Proposals (RFP) in order to solicit feedback on the contents of that draft RFP. BARDA is not soliciting proposals at this time. Please provide specific feedback on the draft RFP as tracked changes and inserted comments to the attached Microsoft Word document and provide general feedback as a separate Word or.pdf letter. Submit all feedback by 9:00 am eastern time on Monday, January 19, 2014 to both matthew.mccord@hhs.gov and kevin.nilles@hhs.gov. Feedback provided to BARDA may be incorporated in any future RFP. *** The information contained in the draft RFP is subject to change prior to release of any final RFP. The final RFP is contemplated for release during 2015. It is the responsibility of prospective contractors to be familiar with the applicable clauses and provisions. NOTE: We are NOT seeking proposals at this time. The Government will not make an award based upon vendor responses to this announcement. Vendors must be registered in the System for Awards Management (SAM) prior to the award of any contract. You may register at www.sam.gov. This pre-solicitation notice is for planning purposes only and does not commit the Government to any future action.
