- Description
- Agency/Office: National Institutes of Health / National Institute of Dental and Craniofacial Research Location: National, Heart, Lung, and Blood Institute, Rockledge Dr. Bethesda Maryland Title: Attending Oral Surgeon Description(s): THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisitions (OA), on behalf of the National Institute of Dental and Craniofacial Research (NIDCR), intends to negotiate and award a Purchase Order on a noncompetitive, sole source basis, to Washington Health Center (WHC), 110 Irving Street, NW, Washington, DC, 20010 to procure professional Oral Surgeon services. Background: The National Institute of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting, supporting and making medical discoveries that improve people's health and save lives. The Clinical Resource Core (hereinafter "the Dental Clinic"), Office of the Clinical Director, Division of Intramural Research, National Institute of Dental and Craniofacial Research requires a part-time Oral Surgeon. The Contractor shall either be (a) an Oral Surgeon; (b) or a hospital, a post-graduate dental school or dental professional corporate entity that can provide a qualified Oral Surgeon. The Contractor shall refer to the business entity (hereinafter "the Contractor") whereas the Oral Surgeon will be the individual providing the actual services to the Dental Clinic (hereinafter "the Oral Surgeon."). Statement of Work: Task 1: The Oral Surgeon will facilitate the delivery of treatment and consultative services in the Dental Clinic, interacting closely with primary care givers and other members of the medical team and triaging patient treatment needs. Dental and Medical Staff will refer difficult cases to the oral surgeon as stipulated in task two. Task 2: The Oral Surgeon shall perform both routine and complicated oral surgery procedures, including but not limited to oral biopsies, exodontias (tooth extractions), surgical extractions, hip biopsies, implants, and oral consultations. The Oral Surgeon should be competent in provision of accompanying IV sedation. Deliverables: The contractor will provide reports and performance evaluations as requested Period of Performance: January 9th, 2015 - January 8th, 2016 Government Provided Equipment: The Government will provide the contractor with: 1: Work Station 2: Telephone 3: Access to necessary NIH systems to perform duties Additional Requirements: 1. The Contractor shall ensure that the oral surgeon possesses a valid Maryland State dental license, Acute Life Support Certificate, and medical malpractice to cover the oral surgeon. The Contractor should have malpractice coverage rates of $1,000,000 per occurrence and $3,000,000 aggregate. 2. The Contractor shall ensure that the oral surgeon is credentialed at the NIH Clinical Center. 3. The Contractor shall give prompt notification when an oral surgeon can no longer perform at the Dental Clinic. Prompt notification means as soon as the Contractor learns of the oral surgeon's inability. 4. The Contractor shall grant the Oral Surgeon time to work in the NIDCR Dental Clinic for at least one day per week in consultation with the Clinical Director and the Chief of Consults. 5. The Contractor shall provide a replacement Oral Surgeon if the assigned Oral Surgeon is unable to fulfill their clinical duties. 6. In the event that the contractor cannot provide an Oral Surgeon to come to the Dental Clinic and provide services, the contractor will treat patients at their own clinic or hospital at no additional costs to the NIDCR. 7. The Oral Surgeon shall possess knowledge of systemic biology, complex oral lesions, and oral manifestations of systemic conditions. The Oral Surgeon should have experience with unique populations groups, such as, primary immunodeficiencies, blood dyscrasias, syndromic and genetic conditions, infectious diseases, and cancer therapy. Sole Source Justification: Medstar WHC (Dr. Shastri) is the only vendor who can provide an Oral Surgeon who is both an accomplished Oral Surgeon, Residency Trainer, and is credentialed at the NIH. Dr. Shastri is currently credentialed at NIH and has performed the services as an Oral Surgeon and Resident Trainer for the Dental Clinic for the past three (3) years, as such, if Dr. Shastri were to be replaced; his patients would have to be completely reevaluated by another doctor negating three (3) years of patient relations and intimate knowledge of patient needs built by Dr. Shastri. This process would take several months and would delay each patient's current treatment while possible jeopardizing them completely. Due to these reasons, Medstar WHC (Dr. Shastri) is the only vendor capable of providing a NIH credentialed Oral Surgeon and Residency Trainer. The North American Industry Classification system (NAICS) Code is 541990, size standard $15M, All Other Professional, Scientific and Technical Services. The acquisition is being conducted under FAR part 12, Acquisition of Commercial Items, therefore the requirements of FAR part 6, Competitive Requirements, are not applicable and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-79 15 DEC 2014. Interested parties may identify their interest and capabilities in response to this notice of intent by December 26th, 2014 9:00am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct future competitive procurements. Inquiries to this announcement, referencing synopsis number: HHS-NIH-NHLBI-CSB-DE-2015-047-KEW, may be submitted to the National Heart, Lung, and Blood Institute, Office of Acquisitions, COAC Services Branch, 6701 Rockledge Drive, Room 6150B, Bethesda, MD 20892-7902, Attention: Kyle Wisor.
