Description
Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The U.S. Department of Health and Human Services (HHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Substance Abuse and Mental Health Services Administration (SAMHSA) intends to sole source to: National Quality Forum 1030 Fifteenth Street, NW Washington, DC 20005 SAMHSA is seeking annual membership to the National Quality Forum (NQF), for a 12 month base period (January 01, 2015 through December 31, 2015), with four 12-month Option Periods. SAMHSA, in its role as the leading behavioral health public health agency, works closely with both Federal and private sector partners to measure and track behavioral health indicators at the payer, provider, and population level. NQF plays a key role in assessing the quality of behavioral health indicators. Through its Behavioral Health Steering Committee and a range of workgroups, NQF provides key and diverse perspectives on the development, maintenance, and future of behavioral health quality measures. Involvement with NQF allows SAMHSA to participate in these activities as a voting member and to hear firsthand the experiences and viewpoints of a range of participants with investments in behavioral health. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement. All responses are due by January 02, 2015, 12:00PM Eastern Standard Time and can be sent to Elizabeth (Liz) McDannell by email: elizabeth.mcdannell@psc.hhs.gov. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the Government.
