Description
On behalf of the Denali Commission, Fiscal Service is issuing this Sources Sought Notice. Background In a competition open to all agencies, the Office of Management and Budget (OMB) selected the Center of Excellence (COE), as part of the GMLoB initiative, to provide grants administrative and processing services for Federal Departments and Agencies who request such services. The COE is a joint partnership between HHS Administration of Children and Families (ACF) and the Denali Commission, who was the first federal agency outside of HHS to pilot the COE‘s core grants management system, and in turn provided guidance in the transformation of that system from a single agency to a government wide solution that is used by four cabinet level departments and 40+ OpDivs across the government. The responsibilities of the Denali Commission in its co-founding partner role include tactical and strategic guidance to the COE on its products, delivery of services and operations, leadership in the development of grants and program management services, staff resources and fiscal guidance and fiscal services. The COE partner community is comprised of departments, administrations, bureaus, and offices engaged in regulatory, research, and administrative activities. Within HHS, the Grants COE has been chartered to build, maintain and market a suite of grants management tools, both software and service based, along with policy, guidance and functions related to the 14 stages of the grant lifecycle. Additionally, the COE engages in information resource management and software and system development, focused on adding greater efficiency to the disbursement and management of federal assistance dollars. Primary offices are located in the Washington DC Southwest complex and the COE has partners and grantees throughout the country and the world. Requirement The COE has a need for vendor support in providing grant program consulting expertise/support and IT support, including: • COE Partnership Development and Management • Budget, Financial and Program Management • Helpdesk Services • Systems - Application Operations and Maintenance • System operations • System Development, Modernization, and Enhancements • Partner Migration Services • Application Review and corresponding Support Services • Grant Processing Services • Congressional, OMB and HHS Policy Support On behalf of the Denali Commission, Fiscal Service is conducting market research to locate small businesses and vendors with the following capabilities and experience: a. Partnership development and relationship management services. b. Grant policy, grant processing, application review (to include Scientific Review), training, helpdesk, documentation and other partner, grantor, and grantee outreach and support services. c. Partner and data migration services including Business Process Analysis and Requirements definition and gathering d. Project Management Office, budget and financial management. e. Operations, security, and data support. f. Enterprise architecture and design support services. g. Software services including: Operations and maintenance (O&M) and Development, Modernization and Enhancements (DME) for all COE administrative and program systems. h. System integration services including the operation of existing system interfaces and the development of new interfaces. i. Program Office support services. j. Support of Office of Management and Budget (OMB) mandated programs including but not limited to Capital Planning and Investment Control, Information Collection Clearances, Federal Enterprise Architecture, FFMIA, FISMA, Privacy and protection of data at rest/in motion and others. k. Hardware, software, and other related IT acquisition services (e.g. cloud services) to support changes to enterprise architecture, security, partner and program office service offerings and applications. l. Planning and implementation of Clinger-Cohen and FISMA Security. Operational support for OMB information clearances, program announcements, and other similar business processes. These Denali provided services are intended to be complementary and conjunctive to a selection of services currently offered under an existing contract. No solicitation exists. It is the vendors' responsibility to monitor this site for the release of any solicitation or synopsis. Interested vendors shall submit a capability statement of 5 pages or less succinctly addressing the vendor's ability to manage, as prime contractor, the types and magnitude of the work described; the vendor's technical ability, or potential approach to achieving technical ability, to perform at least 50% of the cost of the contract incurred for personnel with its own employees; and the vendor's capacity, or potential approach to achieving capacity, to conduct the requirements of the PWS. Responses shall be emailed to L. Stanley at purchasing@fiscal.treasury.gov and must include the following information: name and address of firm, size of business; ownership; whether they are large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; DUNS Number and NAICS Code if known; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub)or subcontractors (if potential prime); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact - address and phone number).
