- Request for Information: Home Intrusion Detection System Summary : This Request for Information (RFI) is for Market Research and planning purposes only and is not to be construed as a commitment by the Government. This is NOT a Request for Proposal, Invitation for Bid, or an announcement of a solicitation. Response to this RFI is strictly voluntary and will not affect any potential offeror's ability to submit an offer if a solicitation is released. There is no bid package or solicitation document associated with this announcement. The purpose of this document is to identify potential sources, conduct market research, and develop a complete requirement. Any requests for a solicitation package will be disregarded. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of preparing submissions in response to this RFI and the Government's use of such information. Submittals will not be returned to the sender. Background : The United States Marshals Service (USMS) Office of Security Systems (OSS) seeks sources that can provide residential security systems including installation, maintenance, and central station monitoring for approximately 1,700 personnel residing in all of the 50 United States, and the U.S. Territories of Puerto Rico, Virgin Islands, Guam, and the Northern Mariana Islands. The Security Contractor shall have an organization that is capable of providing the full service of management, installation, maintenance, and central station monitoring. Instructions : Interested parties shall submit a response in Microsoft Word or PDF Format. All information shall be UNCLASSIFIED material only. Any company proprietary information must be marked as such. Information shall not exceed 10 one-sided 8 ½ x 11 pages, with one inch margins, and font no smaller than 12 point. Respondents shall include as part of their submission: Requested Information/Questions for all vendors : 1. Company name, address, phone number; a point of contact with email address; Data Universal Numbering System (DUNS) Number; and North American Industry Classification System (NAICS) codes. 2. Identification of business size and whether currently designated as a small business as defined by Federal Acquisition Regulation (FAR) Part 19 and currently registered in the System for Award Management (SAM). Small business size standards are published by the Small Business Administration (SBA) and may be found at http://www.sba.gov/sites/default/files/files/Size_Standards_Table.pdf 3. If your business is classified as a small business, provide a brief statement as to how your organization will be able to provide a minimum of 50 percent of the work for this requirement. 4. Identify your firm's availability on GSA Schedule, including schedule contract number and associated special item numbers (SIN). 5. Capability information, including a brief description of experience providing services similar to the requirements listed below, a summary of the company's past performance in providing these services during the past five years, including any on-going contracts. Include Contracting Activities/Agencies, Contract Numbers, Highest Contract Value, Contract Period of Performance, Number of labor hours provided during the period of performance, and a Point of Contact at the Contracting Activity who can verify the information you provided. 6. Describe your firm's ability to provide a nationwide footprint, including U.S. territories. 7. Describe your firm's capability to transition approximately 1,700 residential accounts from the current security vendor's monitoring center to your monitoring center and a timeline for doing so. 8. Describe your firm's ability to acquire and install residential alarm systems with capabilities for multiple communication methods utilizing the latest technologies, remote access via smart phone application and system programming via remote connectivity. 9. Describe any previous experience servicing and maintaining residential alarm systems for high profile customers. 10. Describe any certifications or qualifications that your installation/ service technicians currently have to install, diagnose and repair residential alarm systems. 11. Describe your firm's typical response times for new installations and service requests upon notification. a. Arrival time to site; b. Timeframe for ordering and delivering parts; c. Repair/ installation time on site; and d. Timeframe for submitting a final invoice. 12. Describe the warranty your firm provides for hardware and services, to include any labor, parts and software that are installed. 13. Identify your firm's ability to provide a 24 hour toll-free nationwide technical and alarm dispatch phone service. 14. Describe how your firm would package services for the following: a. Transition of existing systems; b. New system installations; c. Preventative Maintenance; and d. 24 hour Monitoring and Alarm Dispatch 15. Describe how your firm's pricing structure may reflect a system package concept for new installations, takeover of existing systems, monitoring services with multiple communication methods per account, maintenance services and existing system upgrades. Additional Requested Information/Questions for Small Business Vendors : 1. Please list the NAICS Codes your company has small business status under. 2. Please confirm your company's understanding of contract clause FAR 52.244-2 - Subcontracting Restrictions Apply. Except as specifically stated in the contract or approved in writing in advance by the Contracting Officer, the Contractor shall now subcontract the work to be performed under this contract.
