- The United States Energy Information Administration (EIA), Washington D.C. 20585. This is a sole source synopsis published for informational purposes only. This proposed action is to extend task order DE-DT0007965 for one additional year of performance through January 10, 2016. The purpose of this Task Order under EIA?s EOP III Omnibus Contract is to provide modeling and analysis services. This task provides expert insight and analytic support that enable EIA to update its forecasting models and better respond to the changing analytic needs of its key customers. For example, several initiatives are underway to better explain the new realities in domestic oil and gas production, including the intricate connections with regional, national, and international energy markets; therefore, suspension of this support would greatly hinder EIA?s ability to provide timely, comprehensive analyses, and would impede its ability to complete the Annual Energy Outlook, which contains EIA?s comprehensive, long-term energy projections. These services are non-severable in nature due to the ongoing management, process, and consistency of product content, design, and development at EIA. It would be impractical to transfer this work to another vendor because transfer would result in significant delays in task completion and a disruption in highly critical information dissemination services that provide key data to various stakeholders, including industry, Congress, and the American people. It is critical that the resulting efforts provide uninterrupted service in fiscal year 2015. Transfer of support activities is not possible at this time due to ongoing EIA requirements. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements; 41 U.S.C. 3304(a)(1). This proposed procurement will be a Sole Source under Primary Product/Service Code R408, Support- Professional: Program Management/Support. The proposed source is Leidos, Inc. of 11951 Freedom Drive, Reston, VA 20190. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 3:00 pm Local (Washington D.C.) Time, Friday, January 2, 2015. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
