- Draft SOW - UTM Decommissioning Document Type: Sources Sought Notice Solicitation Number: AMDTC-15-0001 Contracting Office Address Department of Commerce, National Institute of Standards and Technology (NIST), Acquisition Management Division, 100 Bureau Drive, Building 301, Room B129, Mail Stop 1640, Gaithersburg, MD, 20899-1640. This Notice is for planning purposes only and shall not be misunderstood as a Request for Proposal or Request for Quote or as an obligation on the part of NIST for conducting a follow-on-acquisition. NIST does not intend to award a contract on the basis of this Notice, or otherwise pay for the information requested. No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this Notice and NIST use of such information. The National Institute of Standards & Technology (NIST) is seeking information on commercial vendors that are capable of providing the services needed to de-commission the NIST 53 MN (12 million pound-force) capacity universal testing machine (UTM) at its Gaithersburg, Maryland Campus. The UTM is maintained and operated by the Engineering Laboratory (EL) of NIST. The NIST UTM is a hydraulically operated machine, comprising four vertical screws with a fixed main platen, flush with the laboratory floor in Building 202 on the NIST campus. The overall height of the UTM is about 30.8 m (100 ft), including the hydraulics in the pit below floor level and fixtures related to the movable loading frame at the top (refer to the figure below). This machine is capable of applying forces of up to 53 MN (12 million lbf) and 26 MN (6 million lbf) in compression and tension, respectively. The UTM is able to accommodate specimens up to 2.4 m (8 ft) in width and 18 m (60 feet) in height (see figure below). The machine was designed in the 1950s by Wiedmann Machine Company, King of Prussia, Pennsylvania and was commissioned and put into service in 1971. See attached Draft Statement of Work (SOW) for details. After results of this market research are obtained and analyzed, NIST may conduct a competitive procurement and subsequently award a Purchase Order. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. NIST is seeking responses from all responsible sources, including large and small businesses. Small businesses are defined under the associated NAICS code for this effort, 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, ($7.5). Respondents will not be notified of the results of the information submitted. Companies with the capability to meet the requirements as described in the attached draft SOW may email a detailed response describing their abilities to richard.kim@nist.gov no later than the response date for this sources sought notice. The following information is required to be provided as part of the response to this sources sought notice: 1. Name of the company, Company' s Cage Code and Duns numbers, company's size classification and socio-economic status if any. The name, telephone number, and e-mail address of a technical point of contact having the authority and knowledge to clarify responses with Government representatives. 2. Documentation/description of capabilities which clearly demonstrates the ability to provide the services needed to de-commission the NIST 53MN (12 million pond-force) capacity universal testing machine (UTM) as described in the draft statement of work; 3. Documentation of expertise and any relevant experience with equipment that is similar to the NIST 53MN UTM. Expertise and experience must be sufficient to demonstrate that it is the same as or similar to proprietary knowledge of the UTM as well as all safety aspects of the machine and safety requirements for de-commissioning services; 4. Documentation of expertise and any relevant experience with draining and proper disposal of hydraulic oils; 5. Documentation/description of availability of engineers or technicians that have been confined space trained and OSHA Hazardous Waste Operations and Emergency Response Standard (Hazwoper) trained; 6. Documentation which demonstrates that the Contractor has access to equipment that will be required to compete the required work; 7. Any other relevant information that is not listed above which the Government should consider in finalizing its market research. Note: No site visits at this time. Companies are requested to submit the aforementioned Technical Information to the point of contact identified below by no later than 5:00 p.m. Eastern Time on January 6, 2015.
