Description
The Mission & Installation Contracting Command, Fort Drum, NY, in accordance with FAR 13.106-1(c)(1), intends to orally solicit a requirement for Magazine Cleaning of Bird Waste at the Ammunition Supply Point (ASP) on Fort Drum, NY to small businesses (the specific tasks are listed below). The contract type shall be Firm Fixed Price Purchase Order. Oral quotes are due on 16 January 2015 at 4:00 PM EST. There is a site visit on 06 January at 10:00 PM EST. The meeting place will be T-46, West Street, Fort Drum, NY 13602. The group will leave from T-46 promptly at 10:00 AM EST to go to the site. Any interested party may inquire with the following Contract Specialist via email: rosalind.m.shoemaker.civ@mail.mil with the subject heading quote mark W911S2-15-Q-CLEAN quote mark in order to receive the entire Performance Work Statement (PWS). Interested parties must request this information prior to the quote due date in order to receive it. Basis of award will be price. This procurement is one hundred percent set-aside for Small Business concerns. As prescribed in DFARS 252.204-7004, interested parties must be registered with the Central Contractor Registration (CCR) under the NAICS 561790. Representations and certifications must also be on record. These registrations can be done through the System for Award Management (SAM) for free at https://www.sam.gov/portal/public/SAM/. If you have any questions please submit them in writing via email to; rosalind.m.shoemaker.civ@mail.mil. Specific Tasks: 1. GENERAL: 1.1. Provide all resources, except Government Furnished Property (GFP), necessary to remove bird waste and clean the following magazines at the Ammunition Supply Point (ASP) Buildings: 2770 (Mag 1), 2771 (Mag 2), 2772 (Mag 3), 2773 (Mag 4), 2774 (Mag 5), 2775 (Mag 6), 2776 (Mag 7), 2753 (Mag 11), 2762 (Mag 17), 2764 (Mag 19), 2755 (Mag 13). 1.2. It shall be the responsibility of the Contractor to verify all portions of the work to be done to include measurements and jobsite conditions prior to starting work. 2. REGULATORY REQUIREMENTS: The following regulatory requirements shall be followed: 2.1. New York State Department of Environmental Conservation (DEC): 6NYCRR Part 364 2.2. Occupational Safety and Health Administration (OSHA): Respiratory Protection, Title 29, Part 1910, Section 134 of the Code of Federal Regulations 2.3. National Institute for Occupational Safety and Health (NIOSH): publication 2005-109: Histplasmosis -Protecting Workers at Risk 3. COORDINATION: The Contractor shall coordinate all work to be done with the Government Point of Contact (POC) at least five (5) business days in advance to schedule/coordinate with building occupants. The Government POC will be give at award. 4. TEMPORARY FACILITIES: The Contractor shall build a temporary tent (wood frame with poly) over the entrance to include the canopy before removing the panels or cleaning. The Contractor shall heat the tent to include the inside of the mag. The purpose of this is to stop the water and cleansers from freezing during cleaning and power washing. The Contractor shall heat this area until the mag and door area is dry. 5. SELECTIVE DEMOLITION AND WASTE REMOVAL: The Contractor shall remove the vertical corrugated metal panels from the front of the canopies and set aside panels and screws for reinstallation. 5.1. The Contractor shall remove and dispose of all metal horizontal sheeting from under and within the canopy structures. When this sheeting is removed all canopy framing members shall be exposed and visible. 5.2. The Contractor shall remove and dispose of all bird waste and foreign debris within the canopy structures, the concrete headers, sliding doors, door rail assemblies, all door components, front concrete portal wall of magazines, surface mounted steel enclosures on the front portal walls and interior walls and ceiling. Mag 13 (2755) shall not be cleaned under the canopy and concrete header. The front panels shall not be removed from mag 13 (2755). The canopy and concrete header area of Mag 13 has already been completed. 5.2.1. The Contractor shall ensure workers are wearing the required personal protective equipment (PPE) to protect workers from contact with particulate matter/spores. Minimum protective clothing shall include disposable coveralls, booties, gloves and protective eyewear. Minimum respiratory protection shall include a NIOSH approved half-face respirator with P-100 filters. Uses of dust and/or particulate masks are not allowed. 5.2.1. Removal of waste and debris shall be done by adequately wetting the material to prevent dust dispersion and removing with tools such as manual scrapers and brushes. The Contractor shall not use powered equipment such as pressure washers during the initial removal of waste. Water to wet the material may be supplemented with a disinfectant or bactericide to neutralize the bird waste. All removed waste and disposable PPE shall be sealed in minimum 6 milimeter thick polyethylene bags for disposal at an approved landfill/disposal facility. 5.2.2. Cleaning shall be accomplished with water and a broad spectrum cleaner/disinfectant to sanitize all interior and exterior surfaces identified in paragraph 5.2.3. Powered equipment such as pressure washers may be used during this step to apply and rinse cleaning solutions. The Contractor may use hot water when using a power washer. Exterior areas of mags are approximately 20 feet by 30 feet. See Attachment One for the square footage of the interior of the mags. 6. CLEAN-UP: The Contractor shall clean up all debris and discarded materials resulting from its operations at the end of each work day. Materials will be disposed of off post IAW applicable local, state, and federal laws and regulations. In case of conflict among these laws and regulations, the most stringent law or regulation will apply.
