Description
JUSTIFICATION FOR SOLE SOURCE PROCUREMENT TITLE: ST/STE Inventory & Relocation Services I. CONTRACTING ORGANIZATION: 355th Contracting Squadron, Davis-Monthan AFB, AZ. II. DESCRIPTION OF ACTION: Sole source acquisition issued to incumbent contractor J.K. Hill & Associates, Inc. for the completion of special tools and special test equipment inventory and relocation services within the 309 AMARG complex. The period of performance for this action will run from 30 December, 2014 thru 5 February, 2015 with a total estimated contract price of $ III. DESCRIPTION OF SUPPLIES/SERVICES: The contractor shall provide augmented services for inventory / data entry, physical relocation, and equipment storage of approximately 180,000 Special Tools (ST), Special Test Equipment (STE) items. Approximately 72,000 (40%) of the ST/STE inventoried items shall be physically relocated to various locations and stored within AMARG. The Contractor shall also provide augmented services for the construction, repair, and painting (preservation coating) of wood creates / storage containers of various sizes. IV. AUTHORITY: The statutory authority permitting the above action is 10 U.S.C. 2304(c)(1), and Federal Acquisition Regulation 13.106-1 - "Soliciting Competition," subsection 13.106-1(2)(b) states: "For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available." Additionally in accordance with FAR 6.302-1(iii); "For DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in (A) substantial duplication of cost to the Government that is not expected to be recovered through competition. Previous acquisition for this requirement was not accomplished as a sole source; a predecessor J&A was not accomplished and therefore not included for this requirement. V. APPLICABILITY OF AUTHORITY: The 309 AMARG is designated as the primary, long term storage site for Air Force owned special test / special test equipment. AMARC began receiving ST/STE for long term storage as early as 1989. ST/STE is classified as mission critical assets. To ensure compliance with the DoD Inspector General Financial Improvement and Audit Readiness (FIAR); every stored ST/STE asset must have complete documentation for receipt, storage activity, shipment, and disposal. The services to accomplish this effort are currently being accomplished by J.K. Hill & Associates under contract FA8224-11-D-5001 Task Order 0004; awarded by Hill Air Force Base contracting on 3 Sept 2013 with a period of performance running from 30 Sept 2013 through 29 Sept 2014. This Task Order was later modified on 23 Sept 2014 to extend the period of performance until 29 December 2014. An additional request to extend the performance period until 5 February 2015 was submitted and rejected by the cognizant contracting officer due to Depot On-Site Contract Augmentee Teams (DOCAT) IDIQ contract ceiling limitations. Feedback received from the designated AMARG Contracting Officers Representative, Mr. Roger Turner, confirmed that the incumbent contractor, J.K. Hill & Associates Inc. had no performance issues and was on schedule to complete 90% of the inventory by 29 December 2014. This requirement will serve as a follow-on contract to ensure continuation of services and enable the required work to be completed. Incumbent contractor personnel are fully trained Material Expeditors with specialized aircraft equipment / parts identification experience. They have made progressive updates to streamline the inventory, relocation and data entry processes associated with this effort. Award to any other source would require additional time to process new personnel clearances, complete training and re-engage work in progress. Based on this information award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. VI. EFFORTS TO OBTAIN COMPETITON: A Special Notice was posted to the Federal Business Opportunities (FBO) on 17 November, 2014 in an effort to reach other interested sources. The notice closed on 24 November, 2014 and yielded only one query from Dial Freight Management, LLC. Direct telephone contact was made with Ms. Nanette Villanueva, Dial Freight representative. After receiving further details on the services required Ms. Villanueva indicated that Dial Freight Management was not able to support this requirement. Based on this information this requirement was recommended as a sole source award to J.K Hill & Associates. VII. FAIR AND REASONABLE COST: A comparison of published price lists and previous contracts for similar services will be accomplished to establish price fair and reasonableness. VIII. MARKET SURVEY: Market Research for this requirement was accomplished by reviewing historical acquisition records in PD2, EZQuery; the result of these queries is included in the market research report. In summary, these sources yielded J.K. Hill & Associates as the only source. Other potential sources included contractors currently working other efforts under the DOCAT-IDIQ. The follow-on nature of this effort created some market limitation. A Special Notice of "Intent to Sole Source" was posted on FBO on 17 November, 2014 yielding no additional viable sources. IX. ANY OTHER FACT SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION: No other viable contractors replied to the sole source notices posted in FBO for this procurement. X. INTERESTED SOURCES: At this time J.K. Hill & Associates, Inc., is the only interested viable vendor. XI. STEPS TO FOSTER COMPETITION: It is the goal of the 355th Contracting Office to utilize the most efficient and affordable services in an effort to meet the customer's needs in a timely manner. The services for this effort are currently being accomplished by the incumbent contractor under FA8224-11-D-5001 Task Order 0004. The proposed contract action will enable completion of the work in progress. Any future requirements for these efforts will be issued under a separate solicitation to allow for full and open competition.
