- N00164-15-R-QS01 - SOLE SOURCE - ENGINEERING SERVICES TO SUPPORT THE EXISTING AN/SLQ-32 SYSTEM - PSC R425 - NAICS 541330 Anticipated Issue Date 26 JAN 2015 - Anticipated Closing Date 26 FEB 2015 - Time 3:00 PM EST Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a five year Basic Ordering Agreement (BOA) with Northrop Grumman Systems Corporation (NGS), 600 Grumman Road West, Bethpage, NY 11714-5000. The unpriced BOA will have a ceiling of $26,200,000. The Performance Based Statement of Work within the BOA covers the continuation of engineering services for software development, software/firmware upgrades to interface with legacy AN/SLQ-32(V) anti-ship missile defense systems, analysis, source code, updating technical data, Foreign Military Sales, test support and other hardware and software engineering support services to the existing Electronic Surveillance Enhancement (ESE) and associated software in support of all variants of the AN/SLQ-32. This BOA is intended to address all engineering service and support requirements necessary for Richeson Oshman Loewenstern Maxfield (ROLM) 1666B software revisions to be implemented for all AN/SLQ-32(V) platforms. This requirement will be negotiated on a sole-source basis. Only one responsible source and no other supplies will satisfy the agency requirements. The basis for restricting competition is that NGS is the only known company that has successfully programmed the AN/SLQ-32(V) system in ROLM 1666B language within the last 20 years and the technical data package contains controlled drawings for which NGS is the only approved source of supply. The Government owns the original source code for the operating system (OS); however the OS contains a compilation of upgrades to the original source code over the past 35 years for which additional documentation is not available. Any deliveries will be FOB Destination, NSWC - Crane Division, Crane, IN 47522. Inspection and acceptance will be at destination by NSWC Crane personnel. The proposed contract action is for support services and supplies for which the Government intends to solicit and negotiate with only one source, Northrop Grumman Systems Corporation under the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. Individual Job Orders will also be synopsized 30 days prior to award. The Solicitation will not be made available through the Government point of entry www.fbo.gov and no hard copies of the solicitation will be mailed. Interested parties may respond to the requirement. All responsible sources may submit a capability statement, proposal, or quotation that will be considered by the agency. A determination by the Government not to compete this proposed BOA based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
