- The U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL), intends to issue a competitive request for proposal (RFP), DE-SOL-0007251, as a 100% 8(a) small business set-aside for Site Administrative Support (SAS) services. Proposals will only be accepted from eligible 8(a) small business sources under Federal Acquisition Regulations (FAR) Subpart 19.5. Anticipated work assignments for this service contract will primarily support activities at NETL?s research sites (Albany, OR; Morgantown, WV; and Pittsburgh, PA) but may also be required at the laboratory?s offices in Anchorage, AK and Sugar Land, TX. The resulting contract will be an Indefinite-Delivery, Indefinite Quantity (IDIQ) contract with a base performance period of two years, with three, one-year options for a potential five year total period of performance. The anticipated award date for the resulting contract will be in November 2015 with an effective date of January 2016. The Site Administrative Support services will assist the Government in the implementation of its energy-related mission and encompass activities that are inherently non-governmental. Organizational units from across the laboratory are expected to utilize the administrative support services contract. The types of support services required are broad and administrative in nature and include technical and public outreach document development and editing, multimedia and web content development, event planning and coordination, data management, copy center operation, travel support, library services support, records management services, accounting and finance support, word processing services, and general and job-specific training program development and delivery. A number of clerks ? general and specific, e.g., accounting -- will be required to assist federal administrative assistants and staff assistants, welcome and register guests to the laboratory including visits and assignments of unclassified foreign nationals. Moreover, clerical type duties will involve data entry, quality assurance, and maintenance employing multiple databases and systems, and the generation of various reports. Multimedia Artists and Graphic Designers will be required to support outreach activities for print and electronic publications, presentations, and other related outreach material development. Records management services will also be required of the SAS contractor involving both hard copy documents and electronic records (e-records), which may include policies, procedures, and/or directives. Library Technicians and Technical Writers are included in the labor categories that will likely be required of the administrative support services contractor. Individua ls with computer programming and course development skills have also been part of the historical skill mix and their contributions are anticipated to be required into the future. Finally, the Government seeks an administrative support services contractor that will bring with it a flexible and adaptive workforce so that evolving laboratory operations can be matched in an optimal manner. The North American Industrial Classification System (NAICS) code for this effort is 561110 with a small business size standard of $7.5 million/year. All responsible certified 8(a) small business sources may submit a proposal, which will be considered by the agency. A draft of RFP DE-SOL-0007251 is anticipated to be available for downloading during January 2015 on FedBizOpps (https://www.fbo.gov/), FedConnect (https://www.fedconnect.net/Fedconnect/) and NETL?s Business Page (http://www.netl.doe.gov/business/site-support). Interested parties are encouraged to submit comments on the draft RFP in accordance with the instructions provided with its release. Subsequently, the final RFP DE-SOL-0007251 (as revised based on comments and determinations made from the draft) is anticipated to be available for downloading during March 2015 on FedBizOpps (https://www.fbo.gov/), FedConnect (https://www.fedconnect.net/Fedconnect/) and NETL?s Business Page (http://www.netl.doe.gov/business/site-support). Once the final RFP is issued, the proposal and all questions must be submitted electronically through FedConnect. Only those questions posted to FedConnect will be accepted. Prospective Offerors must register with FedConnect to respond as an interested party to submit questions, and to view responses to questions. Questions and answers will also be posted to the electronic reading room available at the following address: http://www.netl.doe.gov/business/site-support. Questions will not be answered via telephone. The Contracting Officer must receive questions regarding the RFP via FedConnect no later than ten business days prior to the established due date. The Government reserves the right to not respond to any questions received after this timeframe. All responses to the RFP questions will be released on FedConnect referencing the RFP number, with copies of the questions, without reference to the originating sources.
