- The purpose of this synopsis is to inform industry of NASAs intent to issue a Not-To-Exceed (NTE) increase in the amount of $600,000 to the Cascade Distillation Subsystem (CDS) Contract, NNJ12HC22B, with Honeywell International, Inc. The CDS is a wastewater processing subsystem based on centrifugal vacuum distillation and uses an efficient multistage thermodynamic process to produce purified water. As the incumbent contractor, Honeywell maintains US patent #7610768 entitled Apparatus and Methods for Water Regeneration from Waste, which was awarded in relation to CDS. As the designer and the developer of the CDS technology, Honeywell has unique and proprietary knowledge and extensive operational experience with the CDS. The CDS hardware is owned by Honeywell and currently maintained at Honeywell facilities. Specific design information required for the requested tasks resides within Honeywell. This increase in value is based on the NASA JSCs Crew and Thermal System Divisions need to cover the necessary continuing support required by the Advanced Exploration Systems (AES) Program through Fiscal Year 2015. The NASA Advanced Exploration Systems organization has identified the development of CDS as a water technology development task for fiscal years (FY) 2015-2016. The additional scope being added to this technology development task is to begin with fabrication of the second generation Cascade Distiller (CD). This distiller will be assembled and tested by Honeywell and then delivered to NASA for integration into the CDS test stand and additional testing. In parallel, Honeywell will continue CD development work on the pitot pumps and bearings and provide limited support for design and testing of the CDS at JSC. The Government does not intend to acquire a commercial item using Far Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00pm local time on January 5, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Interested offerors/vendors having the required specialized capabilities to meet the above requirement should submit a capability statement of 10 pages or less indicating the ability to perform all aspects of the effort described herein. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
