Description
This is a Request for Information (RFI) for Commercial products in accordance with the Federal Acquisition Regulation (FAR) 12.1. No proposals are requested by this announcement; all responses shall be solely in the form of information and materials. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government is under no obligation to issue a solicitation or to award any contract on the basis of this RFI. Further, the Department of Veterans Affairs (VA) is not seeking proposals and will not accept unsolicited proposals. The Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be the sole responsibility of the contractor. All submissions will be treated as business confidential materials, become Government property, and will not be returned. The Department of Veterans Affairs VA Pittsburgh Healthcare System 646 intends to award a contract for the below supplies. The reagents will be name brand or equal to Ventana manufactured products, which are currently being used in the VAPHS 646. The appropriate NAICS code is 325413 with a size standard of 500 people. In the response please state whether our company is currently providing similar supplies to another Government Agency and/or to a non-Government customer. Also identify your company's size status. For more information regarding the Small Business Size standards refer to http://www.sba.gov. Information is being sought from Vendors that can without exception, meet the minimum requirements as described in this Request For Information. Information for planning purposes is being requested on behalf of the Pittsburgh VA Medical Center Department of Pathology at University Drive pertaining to the ordering of antibodies, special stains, cell conditioners and other reagents for the Ventana Biomedical IHC/IHS staining platforms currently in use in the department. This procurement would provide biochemically engineered monoclonal and polyclonal antibodies, conditioners and reagents specific to Ventana equipment i.e. Ventana Benchmark XT, Benchmark LT and Benchmark Ultra machines, the antibodies and reagents utilized in VAPHS facilities. Ventana immunostainers must be an exact match that is capable of being used in existing equipment. Procurement of these reagents and supplies is needed to support the testing of samples and proper diagnosis of patients. The reagents are used exclusively for the specific diagnosis of disease, tumors and rare medical conditions. The antibodies and reagents must be bioengineered specifically to conform to optimal incubation times and temperatures within the platforms. They must be delivered from bar-coded dispensers recognized by the platforms onto tissue slides with similar bar-coding. The antibodies, conditioners and other reagents must have attached information buttons that allow the platforms to keep track of product lot numbers, quantity and outdates on a test by test basis. Any possible product problem or defect can be monitored by the vendor and relayed to the Pathology Department. The tracking information is stored and retrieved with the platform's software package where printouts can be ordered and filed. If the Government decides to move forward with this at some future point, this procurement would be for estimated quantities, and a one year contract. The VA is looking to receive input from vendors capable of providing these supplies. Vendors may submit a capability statement, no more than five (5) pages, for your company.
