- Sources Sought Notice: W911S7-14-R-0002 The Mission Installation Contracting Command (MICC) - Fort Leonard Wood is conducting market research for the following requirement: Firm-Fixed Price type contract for full food services (FFS) at Fort Leonard Wood, Missouri with a one year base period beginning on or about 1 June 2015 with four one-year option periods. The FFS requirement will require the contractor to perform all food preparation, serving, dining facility (DFAC) management, government furnished food service equipment maintenance and custodial functions for ten (10) DFACs located on Ft. Leonard Wood. in support of the Logistics Readiness Center. Randolph-Sheppard Act Compliance: This requirement is subject to exercise of the preference procedure regarding qualified State Licensing Agencies (SLA) for the Blind in accordance with the Randolph-Sheppard Act (RSA). A technically acceptable offer from a qualified SLA will receive preference in accordance with the RSA. In practical terms this means that in the event that the SLA's proposal is placed in the competitive range the Army will engage in direct negotiations with the SLA and more importantly, if a fair and reasonable price is reached, the SLA will receive the contract award regardless of the technical merit or pricing of other proposals that may be included in the competitive range. Ft. Leonard Wood has received notice that the SLA of the State of Missouri intends to propose in response to any solicitation for FFS at Ft. Leonard Wood. The SLA is currently performing the FFS contract at Ft. Leonard Wood and has done so successfully for the past ten years. All proposals received will be evaluated. The Army will award a contract to the lowest priced technically acceptable offeror after consideration of the preference policy regarding qualified SLAs for the Blind in accordance with the RSA. The applicable NAICS code is 722310 and the small business size standard is $38,500,000. This synopsis is not a request for proposal. It is a market research tool being used to determine procurement strategy. Appropriate procurement strategy will be determined after consideration of industry response to this sources sought notice. The Army is not obligated to, and will not, pay for any information received from potential sources as a result of this notice. Your response shall be no more than 5 pages in length and include the following: 1. Business Information a. Company name and address b. D&B Duns Number c. Socio-economic classification of company (i.e., small business, 8(a), woman owned, service disabled veteran owned, HUBZone, large business, etc.) d. Size (annual gross revenues) e. Number of years in business. f. Company point of contact - name, phone, email address g. A statement indicating the respondent's interest in submitting a proposal as a prime contractor. h. A statement indicating the respondent's interest in subcontracting opportunities only. 2. Vendor's Capabilities: Please provide a comprehensive descriptions of your firm's capabilities to provide full food services consistent with the duties listed above in this announcement.
