Description
The Federal Bureau of Prisons (BOP) is seeking proposals from sources having the ability to provide community-based outpatient substance abuse treatment services in the Birmingham, AL area. Services are for Federal offenders (inmates) held under the authority of various United States Statutes, residing in a Residential Reentry Center (RRC) or home confinement. Federal Regulations 18 U.S.C., § 3621(e), The Violent Crime Control and Law Enforcement Act, and 550.56 Community Transitional Drug Abuse Treatment Program (TDAT) mandates the BOP to provide these services. In addition, the BOP provides treatment for mentally ill inmates while they reside in a RRC and/or home confinement to ensure a continuity of care. The contractor's location where services are to be provided should accessible to local public transportation, within 5 miles of Birmingham City Hall, located at 710 20th Street North, Birmingham, AL 35203. The anticipated period of performance is April 01, 2015 to March 31, 2020 if all option years are exercised. Performance periods under this contract will be for a one-year base period to begin on April 01, 2015 through March 31, 2016 with four (4) one-year option periods, with service ending (if all options years are renewed) 60 months after date of award. The services required for this contract include a Base Year, Option Year One, Option Year Two, Option Year Three and Option Year Four, respectively. Base Year (4/01/2015 - 03/31/2016): Estimated number of inmates = 63 Intake Assessments - (one (1) per inmate) for 3 inmates = 3 assessments. Individual Counseling - (30 minutes = one (1) session), 52 sessions per 43 inmates = 2236 sessions. Group Counseling - (30 minutes = one (1) session), 78 sessions per 43 inmates = 3354 sessions. Family Counseling - (30 minutes = one (1) session), 20 sessions per 5 inmates = 100 sessions. Mental Health Intake Assessment and Report - (one (1) assessment and one (1) report per inmate) x five (5) inmates = 5 each. Psychiatric Evaluation and Report - (one (1) per inmate) for twenty (20) inmates = twenty (20) each. Mental Health Individual Counseling - (30 minutes = one (1) session), 52 sessions per twenty (20) inmates = 1040 sessions. Mental Health Medication Monitoring - (one (1) visit includes any and all medication administered by the provider during a 24 hour period or clinical visit), six (6) each per twenty (20) inmates = 120 each. The contractor's philosophy and techniques must be based on cognitive behavioral therapy. The contractor must have documented experience working with a criminal justice population and understand the criminal justice system. The contractor will ensure all personnel providing direct clinical services to BOP inmates are appropriately licensed / certified by the State of Alabama to provide the services listed above. All contractors and subcontractors must have the appropriate business/treatment/facility licenses applicable for the State/District in which services will be provided. Contractors who administratively manage subcontractors from a State outside of the State/District where services are provided must ensure they have all appropriate licenses for the State in which they are located as well as the State/District in which services are conducted. The services shall be in accordance with the BOP's most recent TDAT Statement of Work of April 2013. The request for proposal will be available approximately December 31, 2014, and will be distributed solely through the General Services Administration Federal Business Opportunities web site https://www.fbo.gov. Hard copies of the proposal will not be available. The site provides downloading instructions. All future information about this acquisition, including proposal amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The approximated closing date will be February 2, 2015. Faith-Based and Community-Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. The BOP anticipates awarding a firm-fixed price contract. All responsible businesses may submit a proposal which will be considered by this agency.
