Description
The United States Energy Information Administration (EIA), Washington D.C. 20585. This is a sole source synopsis published for informational purposes only. This proposed action is to extend task order DE-DT0001734 for one additional year of performance through January 10, 2016. The task supports the Natural Gas Transmission and Distribution Model, International Petroleum Production Model, International Natural Gas Market Model, and other Natural Gas Modeling Support for the Office of Integrated Analysis and Forecasting?s (OIAF). OIAF is responsible for the development, maintenance, and use of the National Energy Modeling System (NEMS) and the transition to the new National Energy Model (NEM). NEMS is the primary analysis tool for the development of midterm projections of domestic energy markets published each year in the Annual Energy Outlook (AEO). This task provides highly specialized industry and technical support in the area of natural gas modeling and analysis. Suspension of this support would hinder EIA?s ability to provide ad hoc analysis of emerging nat ural gas issues (e.g., domestic production trends, LNG exports) as well as updating crucial model inputs that underpin EIA?s projections in its two major energy outlooks, the AEO and IEO. These services are non-severable in nature due to the ongoing need for EIA?s U.S., and international projections in the Annual Energy Outlook (AEO) and the International Energy Outlook (IEO) reports of U.S., and world energy consumption and supply. Transfer of modeling support activities is not possible at this time due to ongoing need for modeling support, and continuity. It is critical that the resulting efforts provide uninterrupted service in fiscal year 2015. The corporate knowledge that has developed over the past five years of this contract in performing Natural Gas Transmission, and Distribution Modeling, International Petroleum Production Modeling, and International Natural Gas Modeling, and Other Natural Gas Modeling Support activities would be lost. Not having access to this historica l information when performing these reports would be detrimental to EIA?s mission. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements; 41 U.S.C. 3304(a)(1). This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 541990 - All Other Professional, Scientific, and Technical Services. The business size standard for NAICS 541990 is $15M. The proposed source is Z, Inc., of 8630 Fenton Street, Silver Spring, MD 20901. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 3:00 pm Local (Washington D.C.) Time, Friday, January 2, 2015. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
