- The United States Energy Information Administration (EIA), Washington D.C. 20585. This is a sole source synopsis published for informational purposes only. This proposed action is to extend task order DE-DT0002317 for one additional year of performance through January 10, 2016. The task supports the Office of Coal, Nuclear, Electric, & Alternate Fuels (CNEAF) Data Systems, and Systems Operation Support. This task order supports CNEAF activities including designing, implementing, and operating large-scale statistical surveys; developing and maintaining survey frames; developing editing, estimation, and aggregation procedures; conducting analysis and forecasts; designing, developing, and maintaining, and operating automated systems; and disseminating data and information. This task provides ongoing data collection, validation, and quality assurance support to produce monthly and annual statistics on electric power plants, capacity, generation, fuel consumption, sales, prices, and customers. Suspension of this support would significantly delay release of these d ata and would cause a ripple effect on other high-profile EIA data, analytic, and forecasting programs that rely on these inputs (e.g., STEO, MER). Z, Inc. is providing Program Management, System/Application Maintenance, System/Application Development, Documentation, and Data System and Knowledge Asset Management Support for CNEAF all activities. These services are non-severable in nature due to the ongoing nature of CNEAF data collection enhancement. It would be impractical to transfer this work to another vendor because transfer would result in significant delays in task completion and a disruption in highly critical data and knowledge asset management systems support that provides key data to various stakeholders, including industry, Congress, and the American people. It is critical that the resulting efforts provide uninterrupted service in fiscal year 2015. Transfer of data and knowledge asset management systems support activities is not possible at this time due to ongoing need for these services, and the highly specialized nature of the systems involved. The corporate knowledge that has developed over the past five years of this contract in performing data and knowledge asset management systems support activities would be lost. Not having access to this historical information when performing data and knowledge asset management systems support would be nocuous to EIA?s mission. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements; 41 U.S.C. 3304(a)(1). This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 541990 - All Other Professional, Scientific, and Technical Services. The business size standard for NAICS 541990 is $15M. The proposed source is Z, Inc., of 8630 Fenton Street, Silver Spring, MD 20901. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 3:00 pm Local (Washington D.C.) Time, Friday, January 2, 2015. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
