Description
The United States Energy Information Administration (EIA), Washington D.C. 20585. This is a sole source synopsis published for informational purposes only. This proposed action is to extend task order DE-DT0002441 for one additional year of performance through January 10, 2016. Z, Inc. is supporting EIA in three (3) areas on this task order. First, Z is supporting EIA efforts to verify fees paid into the Nuclear Waste Fund and included a comparison of the data used to calculate fees with data from various sources to ensure consistency and the reconciliation of the proposed fees with the DOE Office of Finance and Accounting (CF-10). Secondly, Z is performing budgeting activities conforming to the DOE Office of Civilian Radioactive Waste Management?s (OCRWM) automated cost system, the Planning and Control System (PACS). Finally, Z is providing data collection, analysis, and survey operations support for the Form RW-859 Nuclear Fuel Data survey, which collected detailed data on discharged spent nuclear fuel and the storage of that fuel at utilities and other sites across the United States. The three areas listed above are non-severable in nature due to EIA?s responsibility to support the OCRWM in carrying out the provisions of the Nuclear Waste Policy Act (NWPA). It would be impractical to transfer this work to another vendor because transfer would result in significant delays in task completion and a disruption in highly critical services that provide key data to various stakeholders, including industry, Congress, and the American people. It is critical that the resulting efforts provide uninterrupted service in fiscal year 2015. Transfer of NWF and Nuclear Fuels Data Support activities is not possible at this time due to ongoing need for verification of NWF fees paid, fee data comparison, budgeting, and data collection, analysis, and survey operation support. The corporate knowledge that has developed over the past five years of this contract in performing these activities would be irretrievable. Not having access to this historical information when performing veri fication of NWF fees paid, fee data comparison, budgeting, and data collection, analysis, and survey operation support would cripple EIA?s NWF, and Nuclear Fuels Data mission. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements; 41 U.S.C. 3304(a)(1). This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 541990 - All Other Professional, Scientific, and Technical Services. The business size standard for NAICS 541990 is $15M. The proposed source is Z, Inc., of 8630 Fenton Street, Silver Spring, MD 20901. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 3:00 pm Local (Washington D.C.) Time, Friday, January 2, 2015. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
