Description
The Naval Air Systems Command (NAVAIR) intends to issue an order under Basic Ordering Agreement N00019-12-G-0006 to the Bell Boeing Joint Program Office on an 'other than full and open' competitive basis to implement the Automatic Dependent Surveillance-Broadcast (ADS-B) capability for MV-22 Osprey aircraft. This effort is for software product updates, software product qualification tests and airworthiness substantiation, and flight test verification of the ADS-B Out capability that the updated MV-22 software provides. ADS-B is a capability inherent in the AN/APX-123 Identification Friend or Foe (IFF) transponders installed on MV-22 aircraft. This delivery order would include software updates impacting MV-22 unique systems, including pilot training, simulators, mission computer, and displays. Bell-Boeing is the only company that possesses the unique engineering data, technical skills, establishing tools, support equipment, facilities, and requisite knowledge of the design, fabrication, and production of the V-22 aircraft required to perform these efforts. For subcontracting opportunities please contact Ralph D'iorio at 610-591-9157 or Ralph.b.d'iorio@boeing.com and Matthew Sticksel at 817-280-3103 or msticksel@bellhelicopter.textron.com. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
