Description
Information Technology and Engineering Support 2015-79408 The Centers for Disease Control and Prevention (CDC) Procurement and Grants Office (PGO) intends to award a sole source Blanket Purchase Agreement under GSA schedule to Georgia Tech Applied Research Corporation (GTARC), 505 10th Street, Atlanta, GA 30318-5775 to establish a scientific partnership to support research and research-related activities to support CDC's mission (e.g., emerging technologies and diagnostics, bioinformatics, public health surveillance and biosecurity, public health policy analytics, transformation of health care systems and the built environment); capitalize on the availability of the a highly trained information technology and engineering workforce experienced with big data analytics and high performance computing challenges. The CDC has an immediate need to leverage an essential engineering and high performance computing research, and development capability provided by an educational institution. The scope of work includes strategically identified research and research-related activities and workforce development to meet CDC's bioinformatics, computing and engineering needs in areas such as to emerging technologies, diagnostics and therapeutics; bioinformatics, public health surveillance and biosecurity; public health policy analytics; and transformation of health care systems and the built environment. The following are specific requirements: a. Utilize unique and proprietary algorithms and databases to advance improvements in public health surveillance activities. This will be accomplished within the institution's high performance computing cluster platform that enables disparate data integration to provide real-time assistance in order to improve surveillance and bio-safety activities. b. Apply bioinformatics and biomedical engineering expertise to develop critical and time-sensitive tools and technologies that address current and emerging public health threats. c. Utilize the established rigorous training environment to prepare a well-trained biocomputing and biomedical engineering workforce by applying tested training curriculum that were created for CDC to support the agency's mission. d. Generate public health policy analytics for state and local governments to justify policy recommendations that improve population health. e. Design structural and operational systems improvements that result in changes to the built environment. GTARC has the infrastructure and expertise to meet all of the requirements to provide outstanding support in the combined fields of computing, biology, engineering, science and management. GTARC has a unique set of abilities, skills, and infrastructure. GTARC has academic colleges in each of these fields that collectively combine the depth and breadth of expertise and talent to work with CDC. GTARC has designed a new 500,000 square foot High Performance Computing Center for big data throughput, storage, analyses and data visualization strategies, and is home to the Parker H. Petit Institute for Bioengineering and Bioscience. The delivery time is a 12-month base period plus four 12-month options from the award date. The anticipated award date is 1 Feb 2015. The estimated amount for the BPA is estimated at $1 mil per year. This is not a small business set-aside acquisition. The North American Industry Classification Code is 541330. This advertisement ends in 10 days in accordance with FAR 5.203(A)(1). A determination not to compete based on responses received, and to proceed with a noncompetitive award is solely at the discretion of the Government.
