Description
Sources Sought: This is not a request for quote or proposal. This is a Sources Sought announcement in order to determine Small Business participation in the acquisition. No reimbursement will be made for any costs associated with providing information in response to this announcement. The designated North American Industry Classification System (NAICS) Code for this acquisition is 541620, Environmental Consulting Services, with a size standard of $15,000,000.00. The Mission and Installation Contracting Command (MICC) Fort Drum intends to procure the service of a Bat Survey on Fort Drum, NY under a single award Firm Fixed Price (FFP) contract. The estimated period of performance is 01 May 2015- 30 Apr 2016. The Contractor shall perform all work in accordance with Federal, State and Local safety requirements and appropriate Federal and State wildlife permits. The goal of this project is to conduct a survey of the northern long-eared bat (Myotis septentrionalis), a species proposed for federal listing, as well as other bats utilizing the installation (e.g., the federally-endangered Indiana bat (Myotis sodalis), little brown bat (Myotis lucifugus), big brown bat (Eptesicus fuscus), eastern small-footed bat (Myotis leibii), and silver-haired bat (Lasionycteris noctivagans)) using mist netting and radio telemetry techniques. Unless otherwise noted, protocol and methodology shall be utilized from: (1) Indiana Bat Mist Netting Guidelines found in the USFWS Indiana bat (Myotis sodalis) Draft Recovery Plan: First Revision (2007), http://www.fws.gov/northeast/nyfo/es/2007Mistnetting.pdf; (2) White-Nose Syndrome Decontamination Protocol, U.S. Fish and Wildlife Service - Version 06.25.2012 https://www.whitenosesyndrome.org/sites/default/files/resource/national_wns_revise_final_6.25.12.pdf; and (3) White-nose syndrome inflicts lasting injuries to the wings of little brown myotis (Myotis lucifugus) applies and can be found at: http://www.caves.org/WNS/WNS%20Reichard%20&%20Kunz_Wing%20Damage_AC_09%5B1%5D.pdf. The main objective of the project is to monitor bat use throughout the installation at predetermined and new sites and determine the extent of use of the targeted bat species. The survey effort shall take place on the Fort Drum Military Installation. The study area is comprised of approximately 74,000 acres; 65,000 acres are north of State Route 26, referred to as the quote mark Training Area quote mark, and 9,000 acres are south of State Route 26, referred to as the quote mark Cantonment Area quote mark. This study area is in the Towns of LeRay, Black River, Antwerp, Wilna, Philadelphia, and Champion in Jefferson County, and the Town of Diana in Lewis County, New York. The Training Area is mostly forested, and is generally accessible by a four wheel drive truck or ATV during normal weather. The Cantonment area is similar in nature to a suburban environment with wooded habitat and development interspersed, and is generally accessible by standard automobile or pickup truck during normal weather. Responses shall include the following: -Small Business status under NAICS Code 541620 -DUNS Number -CAGE Code - Proof of registration in System for Award Management (SAM) -Relevant past performance on same/similar work dating back to the last three years and the company's capability to do this type of work Documentation of technical expertise and capability MUST be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. It is imperative that business concerns responding to this sources sought inquiry articulate their capabilities clearly and adequately.
