- This Sources Sought is being issued by the Washington Headquarters Services Acquisition Directorate (WHS/AD), on behalf of the Office of Military Commissions (OMC). Note that this is not a request for quotes. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This Sources Sought seeks industry comments to assist the Government in locating potential sources with the ability to satisfy its requirement. The critical elements of this Sources Sought are: 1. Possess an active Secret facility clearance, in addition to personnel with an active Secret security clearance. 2. Maintain a pool of 20 administrative support personnel to support the following CONUS/OCONUS locations: McLean, Virginia; Roslyn, Virginia; Washington, D.C.; Fort Devens, Massachusetts; Joint Base Dix-McGuire-Lakehurst, New Jersey; Fort Hamilton, New York; Fort Meade, Maryland; Naval Station Norfolk, Virginia; and U.S. Naval Station Guantanamo Bay, Cuba. Personnel supporting McLean, Virginia; Roslyn, Virginia; Washington, D.C.; and U.S. Naval Station Guantanamo Bay, Cuba must possess an active Secret security clearance. All personnel must be able to work with as little as 15 days' notice for unpredictable periods of time. 3. Provide administrative support personnel experienced in working with crime or trauma victims. Experience can be personal (individual status as a crime victim) or working in the environment for at least one year. In addition, personnel must be able to perform the following administrative functions: general office administrative duties to include clerical work, forms management, equipment accountability, and securing and maintaining office space; coordinate travel arrangements to include the utilization of Defense Travel system (DTS); ability to coordinate with military installation security offices to credential personnel prior to entering government facilities; and ensure credentialed personnel comply with local security policies and regulations. Personnel must be able to work independently with a minimum of detailed supervision and guidance. 8(a) small businesses that are certified and qualified as a small business under NAICS code 541611: Administrative Management and General Management Consulting Services with a size standard of $15,000,000.00 are encouraged to respond. Sources Sought Guidelines: Please note that this synopsis is for INFORMATION and PLANNING purposes only and does not constitute a Request for Proposal (RFQ). Responses to the Sources Sought cannot be accepted by the Government to form a binding contract nor will the Government pay for the information solicited or recognize any costs associated with the submission of the Sources Sought. The purpose of the Sources Sought is to provide an opportunity for industry to enhance the success of any future procurement to meet this requirement. Any information obtained as a result of this Sources Sought is intended to be used by the Government on a non-attribution basis for program planning and acquisition strategy development. Providing data/information that is limited or restricted for use by the Government for that purpose would be of very little value and such restricted/limited data/information is not solicited. By submitting information in response to this Sources Sought, submitters of such information impliedly consent to the release and dissemination of submitted information to any Government or non-Government entity to which WHS releases and disseminate the information for review. As such, to the extent that any information submitted in response to this Sources Sought is marked as or construed to be proprietary or business-sensitive, submitters are hereby notified (a) about the potentiality that such information may be disclosed to third parties and (b) that submission of information in response to this Sources Sought constitutes consent to such handling and disclosure of submitted information. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Potential sources are invited to submit a Capabilities Statement up to 4 pages for responses, as described above, to the "Office of Military Commissions, Victim-Witness Assistance Program Administrative Support." All responses should be submitted via e-mail to Keisha Simmons at Keisha.l.simmons.civ@mail.mil no later than 10:00 a.m. EST on January 05, 2015.
