Description
Appendix 1 to the SOW - Parameter Information Attachment 1 to HSCG38-15-Q-200020 CLIN structure and Statement of Work Attachment 2 to Solicitation HSCG38-15-Q-200030 Provisions and Clauses This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued. The Solicitation Number is HSCG38-15-Q-200030 and the solicitation is issued as a Request- for- Quotation (RFQ) using the procedures of FAR 12 in conjunction with FAR 13.5. The solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-78. The United States Coast Guard (USCG) intends to negotiate and award a fixed price contract to General Electric (GE) Aviation Systems of Grand Rapids, MI on an other than full and open competition basis under the authority of FAR 6.302-1 for a software modification to the existing GE K3 model Voice Flight Data Recorder. The Recorder Configuration Tool (RCT) Software necessary to perform the work is proprietary to G.E. Aviation Systems. The USCG does not have access to and cannot provide the RCT necessary for contract performance. All responsible sources may submit a capability statement which shall be considered by the agency. The associated NAICS is 334511 and the small business size standard is 750 employees. A list of contract line item numbers (CLIN) and the Statement of Work (SOW) are included in this solicitation as Attachment 1. Description of the requirement: The USCG requires the software in the existing G.E. Aviation Systems K3 model Voice Flight Data Recorder to be modified with the addition of two (2) additional Configuration Data Bases. The complete description of the requirement is included in the SOW which is Attachment 1. The Recorder Configuration Tool (RCT) Software necessary to perform the software modification is proprietary to G.E. Aviation Systems. It is anticipated a firm fixed price type contract will be awarded as a result of this solicitation with performance to begin immediately following award. The place of performance is at the contractor facility. Inspection and acceptance will be performed by the USCG, Aviation Logistics Center, Elizabeth City, NC. The required delivery schedule is included in the SOW. FAR Provisions and Clauses applicable to this solicitation are provided as Attachment 2. A Defense Priority and Allocations System rating is not applicable to this acquisition. Date, time and place offers are due: Quotes are due no later than January 5, 2015 by 1:00p.m. eastern time. Questions regarding this solicitation shall be submitted only in writing to Denise.P.Hall@uscg.mil and shall be submitted not later than December 31, 2014 by 12:00pm eastern time. Phone calls regarding this solicitation will not be accepted. NOTICE FOR FILING AGENCY PROTESTS It is the policy of the Coast Guard to issue solicitations and make contract awards in a fair and timely manner. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time-consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the General Accounting Office (GAO). Interested parties are encouraged to seek resolution of their concerns within the Coast Guard as an Alternative Dispute Resolution (ADR) forum, rather than filing a protest with the GAO or some external forum. Interested parties may seek resolution of their concerns informally or opt to file a formal agency protest with the contracting officer or Ombudsman. Informal forum with the Ombudsman. Interested parties who believe that a specific USCG procurement is unfair or otherwise defective should first direct their concerns to the cognizant contracting officer. If the contracting officer is unable to satisfy the concerns, the interested party is encouraged to contact the USCG Ombudsman for Agency Protests. Under this informal process, the agency is not required to suspend contract award performance. Use of an informal forum does not suspend any time requirement for filing a protest with the agency or other forum. In order to ensure a timely response, interested parties should provide the following information to the Ombudsman: solicitation/contract number, contracting office, contracting officer, and solicitation closing date (if applicable). Formal Agency Protest with the Ombudsman. Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the Contracting Officer through open and frank discussions. If the protester's concerns are unresolved, an independent review is available by the Ombudsman. The protester may file a formal agency protest to either the Contracting Officer or as an alternative to that, the Ombudsman under the OPAP program. Contract award or performance will be suspended during the protest period unless contract award or performance is justified, in writing, for urgent and compelling reasons or is determined in writing to be in the best interest of the Government. The agency's goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth at FAR 33.103(d) (2). If the protester fails to submit the required information, resolution of the protest may be delayed or the protest may be dismissed. This will not preclude re-filing of the protest to meet the requirement. To be timely, protests must be filed within the period specified in FAR 33.103(e). Formal protests filed under the OPAP program should be submitted electronically to OPAP@uscg.mil and the Contracting Officer or by hand delivery to the Contracting Officer.
