- Justification and Approval - Developing Dynamic Analysis The U. S. International Trade Commission (USITC or Commission), intends to solicit and award a Purchase Order to The Centre of Policy Studies at Victoria University under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The USITC anticipates award of a Purchase Order, on a sole source basis, to the Centre of Policy Studies at Victoria University(CoPS), Melbourne, Victoria 8001 Australia. The U.S. Applied General Equilibrium (USAGE) Model is a mathematical model that has been used at the USTIC for over 14 years in the analysis of trade policy. CoPS at Victoria University(formerly at Monash University) has been the principle design developer of the model's dynamic analysis of the effects of trade and other policy changes such as, tax investment and labor markets. The anticipated period of performance is from January 1, 2015 through December 15, 2015. This notice is not a request for competitive quotations. The intent of this solicitation is for informational purposes only. However, any information received within five days after the date of publication of this solicitation will be considered by the Government. Information in response to this solicitation may be sent to Terri Long-Miller, Contract Officer, at terri.long-miller@usitc.gov. A determination by the Government not to compete this action based on this solicitation is solely within the discretion of the Government. Telephonic questions or requests are strongly discouraged.
