- Description
- The Naval Air Warfare Center Aircraft Division, Joint Base McGuire/Ft. Dix/Lakehurst, intends to negotiate on a non-competitive basis with Cassidian Test Engineering Services LTD, Dorset, UK, for a quantity of two (2) newWaveX-SD licenses and two (2) newWaveX-PD licenses, annual maintenance and provision of expert support. The newWaveX-SD/PD tools support Consolidated Automated Support System (CASS) installations in the fleet and are the only software applications available that are based on mathematical descriptions of electronic signals which are compliant with IEEE standards. The Government intends to procure the above items under the authority of 10 USC 2304 (c)(1), FAR 6.302-1. The Government does not possess the rights to the technical data or other specifications to permit full and open competition. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of the publication of this synopsis. A determination by the Government not to open this requirement to competition based upon the response to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
