Description
This amendment is issued to extend the due date for responses through 1700 Eastern Standard Time (EST) 15 January 2015. This Request for Information (RFI) Number DJF-15-RFI-Regulated Waste Management is issued solely for informational and planning purposes and does not constitute a solicitation for proposal, bid or quote in accordance with Federal Acquisition Regulation (FAR) Part 10. Responses to this RFI are not considered as offers made to the Government and cannot be accepted by the Government to form a binding contract. The Government will not provide reimbursement for any expenses incurred associated with the preparation of the response to this notice. The information provided in this RFI is subject to change and is not binding on the Government. The RFI does not commit the Government to contract for any supply or services. No solicitation document exists at this time. A determination by the Government to proceed with any future resulting acquisition as a set-aside is within the discretion of the Government. THIS IS NOT A REQUEST FOR PROPOSAL. Purpose: The purpose of this Request for Information (RFI) notice is to survey the vendor community for potential sources that can provide nationwide Regulated Waste Management services to all 56 field offices and 380 resident agency facilities (see http://www.fbi.gov/contact-us/field) within the Federal Bureau of Investigation (FBI). Specifically, the FBI wishes to determine the availability of a single Contractor, having the necessary in-house resources OR the ability to obtain the required experience and skills through partnerships with other vendors through subcontracting efforts. Alternatively, if a Contractor's service coverage area is limited, therefore, is unable to provide nationwide coverage, the Contractor may submit a response to this RFI clearly identifying the region(s) it can service (e.g. by state). Scope: The FBI generates a small amount of hazardous and medical wastes on a periodic basis. A comprehensive listing of the potential regulated waste is unavailable. Occasionally, emergency spill response support is required at the 56 field offices. A call center is desirable to assist the FBI in determining if a material is a hazardous waste, and how to handle and store it prior to pick-up. The desire is for the contractor to provide all labor, supervision, supplies, and equipment necessary for the safe and proper removal and disposal of regulated waste while ensuring compliance with federal, state and local laws and regulations. Regulated waste includes but is not limited to the following: hazardous waste, non-hazardous waste chemicals, occasional evidence waste (e.g. drug evidence), medical waste (e.g. sharps, biohazard wastes). Municipal solid waste and recycling (e.g. paper, plastic, glass, etc.) is NOT included in this requirement. Format, Delivery Date, and Point of Contact: The Federal Bureau of Investigation (FBI) is requesting feedback in the form of technical capabilities, questions, and comments or suggestions related to the information contained within this RFI notice. All interested parties are invited to submit in writing, by the closing date indicate below for receipt of responses below, a capabilities package entitled "[Insert Company Name] Response to RFI DJF-15-RFI-Regulated Waste Management". Responses shall not exceed 15 pages, TOTAL. Please ensure your response is organized using the following sections with the sub-sections demarcated as indicated in the table and outline below: TABLE: Response Section Section 1.0 - Corporate Information Section 2.0 - Service Area Section 3.0 - Address Scope & Capabilities Section 4.0 - Business Resources Section 5.0 - Contract Type & Pricing Structure Section 6.0 - Questions & Feedback OUTLINE: Section 1.0 - Corporate Information: a) Response to RFI Number DJF-15-RFI-Regulated Waste Management b) Company Name, Address, and Company Point of Contact Name and Email c) DUNS Number d) Business Size Standard/Classification and socio-economic status, if applicable: i. Large Business ii. Small Business iii. Small Disadvantaged Business iv. 8(a) Certified Small Disadvantaged Business v. HUB-Zone Small Business vi. Women-Owned Small Business vii. Veteran-Owned Small Business viii. Service-Disabled Veteran-Owned Small Business e) North American Industry Classification System (NAICS) code classification f) Identify whether your company's services are available through an existing Government contract vehicle (i.e. General Services Administration (GSA) schedule/or contract) or in via Open Market. If there is an existing contract vehicle available, please identify the contract number. g) Security Requirements: Does your company currently have clearance? If so, identify the clearance level (e.g. SECRET, TOP SECRET, etc.). Section 2.0 - Service Area: a) Is nationwide coverage available? If so, discuss and describe your company's ability to manage and serve a nationwide contract to include both the contiguous United States (CONUS) and outside the contiguous United States (OCONUS) (e.g. remote facilities as with Alaska, Hawaii, Puerto Rico and Guam). b) If nationwide coverage is unavailable, please identify the region (e.g. state or territory) your company is able to provide services. Section 3.0 - Address Scope & Capabilities: Can your company meet the scope & capability areas identified below? Discuss and describe your company's experience and approach in addressing each of the core capabilities (items a - i below) for regulated waste management services as it relates to the scope: a) Waste Call Center: Contractor operated Call Center via telephone service line and e-mail, as a point of contact for the FBI to call in emergency spill response, provide assistance to characterize hazardous wastes or any other wastes, provide guidance on how to properly store and handle wastes in advance of disposal and requests for disposal. Lead-time for responses may be categorized into two groups: 24 hour response for all inquires M-F and 2 hour response for spills. Contractor personnel operating the Call Center must be Resource Conservation and Recovery Act (RCRA) and U.S. Department of Transportation (DOT) trained. b) Determination/Characterization: Perform hazardous waste characterization in accordance with 40 CFR 262.11. Perform analysis as required in 40 CFR 261 Subpart C using an accredited laboratory per national and/or state requirements. c) Generator Status Determination and Notification Consultation: Determine generator status in accordance with 40 CFR 262.34. If applicable, identify the required Environmental Protection Agency (EPA) identification number in accordance with 40 CFR 262.12 or state ID number and provide the process for applying for one. Maintain a record of the type and quantity of hazardous wastes generated and stored by each FBI facility. d) Management & Storage: Instruct and advise the FBI on procedures to store and handle the waste prior to pick-up in accordance with 40 CFR 262 and 265, as applicable. e) Waste Removal & Disposal: • Perform waste removal, transportation and disposal to the appropriate Treatment, Storage & Disposal (TSD) facility in compliance with the requirements of 40 CFR 265 Subpart E, the DOT 49 CFR 172 et. seq., RCRA 40 CFR 263 and state and federal law. • Waste that can be recycled (e.g. used oil, fuels, batteries, etc.) shall be recycled. • Maintain a record of both hazardous waste and non-hazardous waste. Submit monthly reporting with information regarding the type, amount financial credit received for recycled material and identify the receiving facility. f) Aldulteration / Destruction of Certain Hazardous Waste Prior to Packaging: On an as-needed and as-requested basis, the Contractor shall adulterate chemicals, chemical mixtures and any waste containing controlled substances prior to packaging. This includes destruction of certain equipment (e.g. heating mantels, apparatus and glassware) prior to packaging and transporting the items from site removal. Alteration shall be in compliance with the Best Practices protocol defined in Appendix P of the Drug Enforcement Administration (DEA) Guidelines for Law Enforcement for the Cleanup of Clandestine Drug Laboratories (http://www.justice.gov/dea/resouces/img/redbook.pdf). g) Supplies: Provide, deliver and provide replacement supplies to replenish the inventory of supplies to all FBI facilities required to manage and dispose of all regulated wastes (e.g. containers, drums, packaging, labels, seals, spill kits, spill supplies and exchanges for shipping containers, crates, shipping skids and all associated items). h) Emergency Spill Response: On an as-need basis, provide support for spill cleanup of hazardous materials and/or waste, and petroleum at FBI facilities while minimizing environmental impact, risk of human exposure and damage to property. Emergency spill response shall be compliance with federal, state and local statutes and in conformance to FBI policies and guidelines outlined in the FBI's Environmental, Safety and Health Handbook. The lead-time for emergency spill response is no more than 24 hours. i) Training Courses: Certified and licensed instructor personnel shall provide two (2) training sessions annually to FBI employees: one (1) in the Washington, DC metropolitan area and one at an FBI Field Office at the Government's choosing. Training should have modular capability for tain-the-trainer aspects. Training shall include how to manage hazardous waste in accordance with 40 CFR 262.34(d)(5)(iii) and regulated medical waste training in accordance with 29 CFR 1910.1030. Section 4.0 - Business Resources: Discuss and describe whether your company will provide the services using in-house resources; utilize sub-contractors; or as a contractor teaming agreement (CTA). Include discussions regarding your company's experience and/or plan to manage a nationwide regulated waste management services contract. Section 5.0 - Contract Type & Pricing Structure: • Please advise the best practice pricing model for this requirement. • Identify the standard business and/or industry practice for pricing structure for the requirements. • Your comments and recommendations on a proposed contract type (e.g. firm fixed-price (FFP), time and materials (T&M), hybrid, etc.) are welcome and invited. Section 6.0 - Questions and feedback: If applicable, provide questions and feedback concerning the Government's requirements. All responses shall be submitted electronically via e-mail in Microsoft Word (MSWord) format. The email should include the subject heading "[Insert Company Name] Response to RFI DJF-15-RFI-Regulated Waste Management". The closing date for receipt of responses is no later than 1700 Eastern Standard Time (EST) on 15 January 2015 to the Attention of Kim Trang at kim.trang@ic.fbi.gov. Information transmitted using other than the specified method is not available or acceptable. Vendors are advised that any future solicitation resulting from this RFI, dependent on the acquisition strategy, may be posted via the Federal Business Opportunities (FedBizOpps) at www.fbo.gov. Vendors are responsible for registering with FedBizOpps in order to retrieve any future solicitation for proposal. The Government is not responsible for directly making available any future solicitation that may result from this announcement directly to vendors responding to this RFI. The Government WILL NOT provide information and/or a debriefing on the results of this RFI. All information submitted will be treated in a confidential manner and will only be used for the purpose intended.
