Description
This is a pre-solicitation notice. This is not a request for proposal. Notice to Offerors: Funds are not currently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. The NAICS for this project is 238210 and the small business size standard is $15.0M. Work consists of repairing the electrical equipment with a padmount on Davis Rd. Required work includes removing an overhead pole line, cleaning up multiple 120/208 volt electrical service entrances into building 4173, and improving electrical reliability. More specifics will be found in the Statement of Work (SOW). The contractor is required to provide all labor, equipment, transportation, materials, quality control, and supervision necessary to fulfill the requirement at Barksdale AFB, Louisiana, in accordance with the project statement of work. The Request for Proposal will be available on or about 9 January 2015. The Request for Proposal will close on or about 9 February 2015. The Performance Period for this project is 180 calendar days after receiving the Notice to Proceed. The Notice to Proceed may be issued within 30 days after award of the solicitation. This acquisition is set-aside 100% for Economically Disadvantaged Women-Owned Small Businesses in accordance with FAR Part 19.15. The Request for Proposal will be available by electronic transmission only at www.fbo.gov. Potential contractors must be currently registered in the System for Award Management (SAM) to be eligible for award; see webpage www.sam.gov. All proposals shall be valid for 180 calendar days after the Request for Proposal closing to be considered responsive. The Contracting Officer must have access to verify the offeror's status in SAM. The magnitude of this project is between $1,000,000.00 and $5,000,000.00.
