- The Naval Medical Logistics Command (NMLC) is seeking sources to perform Non-Personal Services in support of the Navy Bureau of Medicine and Surgery (BUMED) enterprise and the Military Healthcare System (MHS). The MHS licenses the use of Clinicomp International's (CCI) Essentris software as the MHS's Inpatient Electronic Health Record (EHR) solution. It is used in combination with the Composite Health Care System (CHCS) and Armed Forces Health Longitudinal Technology Application (AHLTA) to form the backbone of the MHS enterprise Electronic Medical Records systems. Navy Medicine's extensive utilization of CliniComp's Essentris EHR since 1987 has brought to light an issue regarding accessibility to critical patient information. Patient mobility dictates a better way to access encounter data between DOD and VA health information systems. An evaluation of the Emergency Department pre-emptible clinical workflows and Essentris, which is a DOD DIACAP approved, electronic medical records system, was conducted and the determination made that some of the patient data disparity could be alleviated by leveraging the existing DoD-VA interagency solution known as the Bidirectional Health Information Exchange (BHIE) coupled with the development of the necessary asynchronous workflow complementary heuristics. BHIE is a proprietary, multi-agency, DIACAP certified system. The connectivity exists between DOD and VA health information systems. The purpose of this contract is to provide clinicians better access to the data by developing effective data mining and mapping functionality. The BHIE interagency system has developed the capabilities necessary to address many of the issues pertaining to the retrieval of clinical data from a wide range of sources for rendering by various solutions. Of note the BHIE solution currently captures comprehensive and reliable data accessibility from over 30 separate DoD data domains and 15 distinct data repositories. Coupling the implementation of novel workflow based logics with BHIE's integration of disparate DoD and VA health systems offers Navy Medicine's clinicians unprecedented workflow asynchronous patient data retrieval opportunities. This sources sought notice is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements are due by 2:00PM local time, 5 January 2015.
