- TECHNICAL SPECS SOLE SOURCE LETTER STATEMENT OF WORK SOLICITATION NUMBER: F1S0AF4301B001 NOTICE TYPE: SPECIAL NOTICE SYNOPSIS: NOTICE OF CONTRACT ACTION PART: U.S. GOVERNMENT PROCUREMENTS SUBPART: SUPPLIES, EQUIPMENT & MATERIAL OFFADD: AFTC/PZIEA Directorate of Contracting, 5 South Wolfe Ave, Edwards AFB, CA 93524 SUBJECT: REPAIR OF DR2000 RECEIVERS L-3 TELEMETRY EAST SOLICITATION NO: F1S0AF4301B001 DUE: 30 DEC 2014 POC: KIM RABATIN (661) 277-6044 phone CONTRACT AWARD: FA9302-15-M-M001 The following products will be procured: CLIN 001, STANDARD REPAIR OF DR2000 P/N 109-973-712, SERIAL# 601493 PERIOD OF PERFORMANCE 1 MARCH 2015 DESCRIPTION: The Air Force Test Center (AFTC), Edwards AFB intends to solicit and award a sole source, Firm-Fixed Price Contract, under Federal Acquisition Regulation (FAR) Part 12 & 13, under the Sole Source Authority FAR 13.103-1(b)(1) as implemented by 10 U.S.C. 2304(c)(1) or 41 U.S.C. 253(c)(1). Highly specialized DR2000 Digital Ground Receivers- a receiving unit that incorporates a high performance telemetry RF section, a DSP based multimode demodulator with pre-programmed FIR IF and Video Filters, and an optional tunable Bit Synchronizer within a single 5.25 inch rack mounted chassis. The receiver offers a single channel RF section with multiple first and second IF bandwidths, a Wideband DSP-based Digital Multimode Demodulator; adjacent channel rejection by using multiple SAW First IF bandwidth filters, along with highly selectable FIR second IF filters; Multiple User selected second IF FIR pre-programmed filters; Bandwidths from 50 kHz to 30 MHz are available. The unit comes pre-programmed with all IRIG filters; other bandwidths can be added. DR-2000 DIGITAL RECEIVER TECHNICAL SPECIFICATIONS: Microdyne's Model DR-2000 receiving unit incorporates a high performance telemetry RF section, a DSP based multimode Demodulator with pre-programmed FIR IF and Video Filters, and an optional tunable Bit Synchronizer within a single 5.25 inch rack mounted chassis. Other bandwidths can be added FEATURES: Multimode FM, PM, AM, BPSK, QPSK, OQPSK Demodulator; compatible with both conventional Auto-Tracking Antenna Systems and Linear Predictor Antenna Tracking Systems (common in Phased Array Antennas); small, lightweight & rugged design; easy to use Operator's Front Panel and Remote Control via RS-232, Ethernet, and IEEE-488; Windows Application Software which provides remote operation of front panel controls; Internal programmable Bit Synchronzier with data rates from 30 kbps to 20 Mbps, NRZ and Biphase-L, M and S. Also includes de-interleaver and 3 bit soft decision per l and Q outputs. OPTIONS: Multi-Band Tuners; Single Channel Record Down Converter; Feher Patented *FQPSK Demodulation; Trellis Demod for improved signal-to-noise ratio; Dual Channel Bit Synchronizer with Viterbi APPLICATIONS: Data reception; AM Tracking Receiver; Signal Analysis; Satellite TT&C; Satellite image reception; Aircraft testing and evaluation; video receptin from RPV/UAV vehicles; expendable launcher data collection; unmanned telemetry sites requiring complete computer control; low Earth Orbit (LEO) satellite data collection; Mobile tracking and data systems Please direct questions to the Contracting Officer, Kim Rabatin who can be reached at (661) 277-6044. The design and drawings are proprietary. They are a complex collection of subsystem components. No other vendor could build these receivers that could be interoperable with existing equipment because L-3 has the parts/materials and expertise/skills to repair this unit. It is cost prohibitive to send the repair to another contractor. The NAICs code is 334511/750 employees. This is not a request for competitive proposals and is not to be construed as a commitment by the Government. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. No costs will be incurred by the Government for submittals in response to this notice. The Government will consider all responses received within 15 days of the publication of this notice. A determination by the Government not to compete this acquisition based upon responses to this notice is solely wihtin the discretion of the Government. Information receivied will normally be considered exclusively for the purpose of determining whether to conduct a competitive procurement. If the office has not received any affirmative written respnses by Close of Business (COB) stated below a sole source, firm fixed price contract will be accomplished with L-3 COMMUNICATIONS CORPORATION, 1515 GRUNDY'S LANE, BRISTOL, PA, 19007-1506. Place of Contract Performance: 307 EAST POPSON AVENUE, BLDG 1400, RM 413, EDWARDS AIR FORCE BASE, CA 93524. F.O.B. DESTINATION. DELIVERY SCHEDULE IS 90 days after receipt of offer. This is not a small business set-aside. ANTICIPATED AWARD DATE IS 12 JAN 2015.
