- This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. 1BACKGROUND Veterans Integrated Service Network (VISN) 2 Medical Centers are disposing of a large amount of Media/computer equipment. It is estimated, but not guaranteed, that thousands of pieces of equipment will be disposed of each year. In an effort to support a "Green Environment" concept, VISN 2 Logistics is seeking a Contractor to pick up, remove, and transport the equipment off all VISN 2 facilities, all at no cost to the Government, and recycle and/or dispose of the items as described herein. VISN 2 facilities consists of: Albany, Bath, Buffalo, Batavia, Canandaigua and Syracuse VA Medical Centers 2SCOPE The objective of this order is to implement an electronics recycling program that supports the "Green Environment" concept. VISN 2 is seeking a company to recycle media/computer equipment into raw materials and/or dispose of such equipment at no cost to the Government. VISN 2 Logistics will establish a No-Cost Contract wherein the government will not pay for such services. The Contractor will be required to pick-up and remove all designated waste from the facility locations outlined in Section 7 within 5 days after first notification unless otherwise agreed between both parties. The Contractor itself is required to remove all media equipment and remove stored information according to DOD and HIPAA standards. Certificates of destruction will be provided to each VA facility within 30 days of pick up. VA Medical Centers will receive a full detailed report along with removing liability from VA Medical Centers to the Contractor of all hard drives being destroyed, including date received, Manufacturer, Model #, Serial #, Asset Tag # to include total weight of all recyclable media items. The Contractor must be a R2/RIOS certified electronics recycler and possess all relevant permits and/or licenses to engage in the recycling and/or destruction activities described herein. 3APPLICABLE DOCUMENTS The Contractor is required to be in compliance with all applicable federal, state, and local laws related to environmental health/safety standards, to include VA and agency policies concerning security, including, but not limited to the following: OSHAS 18001 - R2 RIOS Certified Electronics Recycler. NIST 800-88, Guidelines for Media Sanitization FSS SOP MP Media Protection VA HB 6500.1 Media Sanitization The Federal Acquisitions Regulations (FAR): www.acqnet.gov/FAR/ 4SPECIFIC TASKS Task 1 - The Contractor will be required to pick-up, remove, and transport offsite all designated equipment from the Veteran Affairs Medical Center locations outlined in Section 7 within 5 days after notification unless otherwise agreed between both parties. Task 2 - The Contractor will provide pallets, and palletizing of material and transport to the nearest recycling facility. Task 3 - The facility will have all items (hard drives for destruction and multi-media items) ready for pick up on designated date and time. 5DELIVERABLES AND DELIVERY SCHEDULE The Contractor's services will be required on an "on-call" basis, as needed, and will occur during normal business hours. Notifications will be administered in writing, or telephonically and followed up in writing. Normal business hours at the designated VA Medical Facilities are from 7:30 am - 4:00 pm Eastern Time, Monday through Friday. Upon completion of Contractor's destruction and/or recycling processes, the Contractor will provide each Medical facility a certificate of destruction certifying that all materials were destroyed. The contractor will also pay each Medical Facility a fair and competitive rate (per pound) for all recyclable equipment being picked up. This will be completed within 30-days from the date of pick-up. Each Medical Center information security officer will conduct Media Sanitization Procedures within each facility (as needed) to ensure all hard drives being picked up are secure and ready for transport. Any hard drive leaving the control of VA must be prepared according to NIST 800-88, Guidelines for Media Sanitization, standards and/or have FIPS 140-2 encryption. During transit to the contractor media must be protected. In order to accomplish this all VA hard drives will be degaussed and the contractor will physically damage all hard drives using an approved/recommended tool prior to shipping for recycling to a third vendor. Only officially approved shipping containers will be used to transport storage media to the contracted sanitization site. 6GOVERNMENT-FURNISHED EQUIPMENT No government-furnished equipment will be provided to the Contractor. VA facilities will provide the vendor desktop monitors, laptops and other electronic devices that can be recycled. All equipment will be coded out in accordance with VA/Federal regulations before being transferred. 7PLACE OF PERFORMANCE The work will be performed at the following six VA Medical Center locations. Specialist, Canandaigua VA Medical Center with assistance/input from the facility CIO's 8 PERIOD OF PERFORMANCE The period of performance shall be one base year beginning at the time of award, with three option years for extension. 9 SECURITY The Security classification for this is low due to the transfer of hard drives that are encrypted with Systematic Endpoint Encryption (SEE). The VA-Wide Risk Based Decision (RBD) #9 allows hard drives encrypted with FIPS 140-2 standard to be shipped with facility required pre-sanitization. Information is deemed low. 10 SPECIAL CONSIDERATIONS The Contractor is, or will use, a legitimate recycling operation to perform the services under this SOW. The Contractor, and/or recycling facility that it will utilize, has secured all necessary permits and/or licenses for processing and transporting the type of waste material specified in this SOW. Further, the Contractor warrants that the waste material specified herein will be properly managed under any applicable U.S. Environmental Protection Agency and/or U.S. Department of Transportation requirements. The services shall be provided to the VA Medical Centers at no cost to the Government, and the Contractor shall have no expectation of payment from the VA Medical Centers, nor will the VA Medical Centers have any financial liability to the Contractor. 11 EXAMPLES OF MULTI MEDIA ITEMS Items listed below are examples of multi-media items that could be turn in to be destroyed or recycled. This list is examples of most, but does not include all items that could be turned to be destroyed or recycled. -Computers (Desktops, Laptops, tablets, servers, any computing device) -Printers (Ink or Toner) -Computer Accessories (Mice, Keyboards, Webcams, Speakers, Microphones etc.) -Computer Monitors (CRT, LCD, LED) -Televisions (CRT, LCD, LED, Plasma, 3D) -Microwave Ovens (Non PCB) -Copiers/Fax Machines/Scanners -Typewriters -Telephones -Cell Phones / Smart Phone / iPhone & Chargers -GPS Units -Pagers -PDA's -Tablets -Answering Machines -MP3 Players -Industrial Controls -Radios/Boom boxes/CD Players etc. -Storage Devices (External Hard Drives, Solid State Drives, SD Cards, Memory Cards, Card Readers, etc.) -Audio Equipment (Speakers, Microphones, DJ Equipment, Receivers, Recording Devices, Headphones, etc.) -Video Equipment (Cameras, Video Cameras, Web Cams, Recording Devices, etc.) -Communications Equipment -Medical Testing Equipment -Laboratory Equipment -Circuit Boards -Cables, Wires, Power Cords, Power Strips -Most home appliances (no refrigerators) -Rechargeable Dry Cell Batteries (Nickel Cadmium - NiCad, Nickel Metal Hydride - NiMH, Lithium Ion - Li-ion) The contractor must have the skills, certification, and experience to be qualified to perform tasks dealing with large amounts of Media/Computer equipment Destruction. Certifications and/or training records may be requested. Response: Responses to this Sources Sought Notice should be able to demonstrate the firm's ability, capability, and responsibility to deliver the service listed above. Responses should include the following information: Business name, address, business size and Socioeconomic Category (HUBZone, 8(a), Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the tasks. Determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Business and/or Veteran Owned Small Business set asides. However, if response by either of these firms' types proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 562119. Any offeror capable of providing this service shall notify the Contract Specialist by email within 10 calendar days from the date of the publication of this synopsis.
