- Sources Sought Notice Description: This is a Sources Sought Notice being issued by the Washington Headquarters Services Acquisition Directorate (WHS/AD), on behalf of the Office of Military Commissions (OMC) pursuant to FAR Part 10 (Market Research), FAR Part 6 Competition Requirements and FAR Part 19 Small Business Programs, competition and set-aside decisions may be based on the results of this market research. Note that this is not a request for offers. A determination by the Government not to issue a solicitation based upon responses to this notice is solely within the discretion of the Government. This Sources Sought Notice assesses industry capabilities to assist the Government in locating potential sources with the ability to satisfy its requirement. The critical elements of this Sources Sought Notice are: 1. Ability to provide satellite and broadcast engineering and maintenance services. Specifically, to provide CCTV feed capability from U.S. Naval Station Guantanamo Bay (GTMO), Cuba to the Continental United States (CONUS) to allow the public to view commission proceedings from GTMO. These services shall consist of audio, visual, and data communication systems and infrastructures to include switching equipment, modems, and ancillary systems. 2. Ability to provide CCTV feed capability from GTMO to multiple CONUS viewing locations to include, but not limited to, Fort Devens, Massachusetts; Joint Base Dix-McGuire-Lakehurst, New Jersey; Fort Hamilton, New York; Fort Meade, Maryland; and Naval Station Norfolk, Virginia. 3. A company that possesses an active Secret facility clearance, in addition to the ability to provide Satellite/Network Technicians with an active Secret security clearance. 4. Ability to provide a pool of part-time Satellite/Network Technicians to support CONUS and OCONUS CCTV viewing locations. Satellite/Network Technicians supporting CONUS locations must have a minimum of 3 years of satellite communications experience in the following: very small aperture terminals (VSAT) and associated equipment to include the ability to establish and maintain VSAT terminals in the field; controlling transmission equipment in order to regulate transmission quality during broadcasts; adjusting and selecting sources from which programming will be received, or through with programming will be transmitted; video and audio broadcast of internet protocol; analyzing and resolving transmission issues; IP networks, switches and routers; managing network traffic and configure network devices; and various types of software and hardware such as Cisco Systems Cisco Works, Solar Winds software, virus protection and configuration management and network security management software. Satellite/Network Technicians supporting OCONUS (GTMO) location must have an active Secret security clearance, in addition to a minimum of 3 years of experience in the following areas: technical and analytical background experience in satellite communications to include data networks and transmission packets; establishing transmission plans and knowledge of satellite equipment to include modems and networks; establishing two-way communication via a satellite system; strong computer background in software application and system integration; maintaining and monitoring satellite construction on site; knowledge of IP networks, switches and routers; managing network traffic and configuring network devices; various types of software and hardware such as Cisco Systems Cisco Works, Solar Winds software, virus protection and configuration management and network security management software. 5. Ability to provide personnel who are capable of traveling overseas for an extended period of time (typically less than 45 days) with short-notice. 6. The potential offerors must have an adequate accounting system to perform on Government contracts. Large and Small businesses including businesses in all socio-economic categories that are certified and qualified under NAICS code 517410 ( Any other interested parties capable outside of the NAICS should also submit) : Satellite Telecommunications with a size standard of $32.5 is encouraged to respond. Sources Sought Notice Guidelines: Please note that this synopsis is for INFORMATIONAL and PLANNING purposes only and does not constitute a Request for Proposal (RFP). Responses to this Sources Sought Notice will not be accepted by the Government to form a binding contract. The Government will not pay for the information solicited nor recognize any costs associated with the submission of this Sources Sought Notice. The purpose of this Sources Sought Notice is to provide an opportunity for industry to enhance the success of any future procurement to meet this requirement. Any information obtained as a result of this Source Sought Notice is intended to be used by the Government on a non-attribution basis for program planning and acquisition strategy development. Providing data/information that is limited or restricted for use by the Government for that purpose would be of very little value and such restricted/limited data/information is not solicited. By submitting the information in response to this Sources Sought Notice, submitters of such information consent to the release and dissemination of submitted information to any Government or non-Government entity to which WHS releases and disseminate the information for review. As such, to the extent that any information submitted in response to this Sources Sought Notice is marked as or construed to be proprietary or business-sensitive, submitters are hereby notified (a) about the potentiality that such information may be disclosed to third parties and (b) that submission of information in response to this Source Sought Notice constitutes consent to such handling and disclosure of submitted information. Responses to this notice are not considered offers and will not be accepted by the Government to form a binding contract. Potential small and large business sources are invited to submit a Capabilities Statement addressing the ability of their company to address the six critical elements listed above. Responses shall not exceed six (6) pages maximum, as described above, to the "Office of Military Commissions Closed Circuit Television (CCTV) Support". All responses should be submitted via e-mail to Keisha.l.simmons.civ@mail.mil no later than 10AM EST on January 5, 2015. Please no phone calls.
