VAIHCS CHAPLAIN SERVICE FEE-BASIS STATEMENT OF WORK TITLE: Roman Catholic Priest (Community Priest) BACKGROUND: As part of the on-going spiritual care for patients of VA Illiana Health Care System (VAIHCS), VAIHCS Chaplain Service shall make use of fee-basis Community Priests for support services to Veterans and their Families in the absence of a VA Roman Catholic Chaplain as set forth by VHA Handbook 1111.2, section 17c, dated July 18, 2008. SCOPE OF WORK: When called upon by VAIHCS Chaplain Service, the Community Priest will provide support services for all VAIHCS Catholic patients referred to him in the absence of a VA Roman Catholic Chaplain. The Community Priest will make contact with VAIHCS Chaplain Services upon completing the support service during regular business hours (8:00 AM to 4:30 PM). On weekends and after normal business hours, the Community Priest will make contact with the VAIHCS Chaplain that called for the support service. VAIHCS Chaplain Service shall provide a current list of Roman Catholic in-patients as needed and all the necessary elements and space for Catholic Mass. VAIHCS shall also provide appropriate HIPPA and security training as needed. The Community Priest position's sensitivity is designated as Low Risk and does not require access to the Department of Veterans Affairs' computer systems. VAIHCS Chief Chaplain Service or their designee will oversee the support service. The Community Priest support service is not considered a Healthcare Service. Due to urgency of call-back situations the Roman Catholic Priest needs to be able to respond and be present on the campus of VAIHCS within 30 minutes of a call after hours. LOCATION OF WORK: Work will take place on the grounds of VAIHCS in Danville, Illinois in the patient care areas to include the Chapel / Meditation rooms. UNIT OF PERFORMANCE: The unit of performance by the Community Priest is for each event for which the Community Priest is called to perform by VAIHCS Chaplain Service. See attachment "Fee Basis Chaplain Products." QUALIFICATIONS: The following are minimum requirements: "Proficient in the English language "Master of Divinity degree or equivalency; "completion of two units of Clinical Pastoral Education (CPE) or equivalent "Minimum of two years ministry experience.. SECURITY STATEMENT The C&A requirements do not apply. A Security Accreditation Package is not required. The priest will only require physical access. PAYMENT SCHEDULE: VAIHCS shall provide the Community Priest a stipend based upon the support service they are called upon to provide. Support services include Roman Catholic rites and sacraments such as Homiletic Services for Mass, Confession, Anointing of the Sick, Holy Days of Obligation and other special observances or sacraments throughout the liturgical calendar year. The stipend shall be paid be on a monthly basis and shall include payment for all support services provided from the first day of the month through the last day of the month. LENGTH OF OBLIGATION: This fee-basis Statement of Work is for one year. It is renewable for four years after the initial year.
