Description
The Arnold Engineering Development Complex (AEDC) intends to solicit, negotiate and award a contract on a sole source basis to ABB Inc, 29801 Euclid Avenue, Wickliffe, OH 44092-1832 for a supply project consisting of purchasing a new prefabricated 19" Control Cabinet with one MPS III Power Supply (ABB Part No. P-HA-RPS-CH100000 Power Supply Chassis, P-HA-RPS-PEP11013 Single Chassis Power Entry Panel, P-HA-RPS-FAN03000 System Cooling Fan, P-HA-RPS- 32000000 Power Supply units) with two (2) BRC410 Controllers manufactured by ABB (Catalogue Number SPBRC410), including module mounting units, communications modules, input/output modules and termination units for Arnold AFB, Tennessee. This project requires procurement of an expansion auxiliary cabinet for the control system at Steam Plant A. The steam utilities at AEDC use ABB Symphony/Harmony Distributed Control Systems (DCS) to operate the plants. These controls are required as the Steam Plants cannot be operated manually. The additional control cabinet will provide extra control system capacity to allow the steam plant to monitor and trend critical parameters in real time. The expansion cabinet will include redundancy for the power, communications, and controller modules. It will include the capability to monitor sixty-two (62) analog inputs and sixty-four (64) discrete inputs. The estimated period of performance is 180 calendar days after contract award. This synopsis is approved for a sole source contract action as authorized in FAR 6.302-1. No proposal or solicitation package will be issued. However, all interested sources may identify their interest, but must provide proof of the capability to provide an acceptable product by submitting an accurate description of the equipment offered, make and model numbers of the equipment, pricing data, and warranties. Only written emailed inquiries submitted to the email address of henry.daniels.2@us.af.mil containing this data will be considered for the purpose of determining whether to conduct a competitive procurement. Award will not be made on the basis of responses received to this synopsis. If no favorable responses are received by 2:00pm CST on December 29, 2014, a contract will be negotiated with the above named source. The Government will not be responsible for any costs in the preparation of responses to this announcement. AFFARS 5352.201-9101 OMBUDSMAN (Apr 2014) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, the interested party may contact the Air Force Test Center Vice Commander, 1 South Rosemond Blvd, Edwards AFB, CA 93524-3784, phone number (661) 277-2810 or facsimile number (661) 277-7593. Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/DRU or AFISRA level, may be brought by the interested party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2397, facsimile number (571) 256-2431. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
