This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is RFQ00664 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-78. The associated North American Industrial Classification System (NAICS) code for this procurement is 333314 with a small business size standard of 500.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2014-12-19 13:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be GAITHERSBURG, MD 20899 The DOC National Institute of Standards and Technology requires the following items, Purchase Description Determined by Line Item, to the following: LI 001: RFQ00664 TITLE: Custom Ultra-Low Expansion Optics (ULE) DESCRIPTION: The National Institute of Standards and Technology (NIST) has a requirement for a Custom ULE Optics at NIST, Gaithersburg, MD. The associated North American Industrial Classification System (NAICS) code for this procurement is 333314 with a small business size standard of 500 employees. All offerors shall provide a quotation for the following line items: Line Item 0001: Custom Ultra-Low Expansion Optics STATEMENT OF WORK BACKGROUND The mission of the Dimensional Metrology Group is ultra-precise length measurements, that require precise knowledge of the refractive index of air when laser interferometry is used for measurement. NIST is building a device that will serve as the ultimate reference of refractive index. This procurement relates to the optics at the heart of the device. NIST plans to build two devices where each consists of 4 Fabry-Perot interferometers that are extremely well aligned relative to each other (within 1 ?rad=0.2 arcsecond). Each interferometer will consist of a flat mirror and a concave mirror. The system shall meet or exceed the technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award. SEE ATTACHED SPECIFICATIONS AND DRAWINGS., 4, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, DOC National Institute of Standards and Technology intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DOC National Institute of Standards and Technology is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. In the event the contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract terms and conditions, including price.
