- The U.S. Army Corps of Engineers intends to award a sole source firm fixed price type contract with a base year and four option years to National Institute of Business Sciences (NIBS) ProjNet(SM) is a suite of web-based services that allow for the secure and structured exchange of design and construction information among supporting government project teams and their business partners. The DrChecks(SM) application is the only application of the ProjNet (SM) suite for which access is being requested through this contract action. DrChecks(SM) supports the identification and resolution of issues related to designs and other documents. Engineer Regulation (ER) 1110-1-8159 provides policy and procedures for implementing the DrChecks(SM). This regulation applies to all USACE Commands having design responsibility. Per the regulation, the use of DrChecks(SM) is mandatory for all military and civil projects requiring design review. DrChecks(SM) is one application of the ProjNet(SM) suite of web based tools which was developed and patented by the U.S. Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC) Construction Engineering Research Laboratory (CERL). Access to the ProjNet(SM) suite is administered through a license agreement between the United States of America, as represented by the Secretary of the Army, and NIBS. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A), Only one responsible source and no other supplies or services will satisfy agency requirements. However, any firm that believes it can meet this requirement may give written notification to the Contracting officer within fifteen (15) days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. If no responses are received, the U.S. Army Corps of Engineers will proceed with awarding a cost type contract to the National Institute of Business Sciences.
