Pre-Solicitation Notice *DUPLICATE NOTIFICATION - ORIGINAL NOTIFICATION POSTED 11/14/14* *DATES HAVE CHANGED - SEE OFFICIAL SOLICITATION FOR DETAILS* The Department of Veterans Affairs (VA), Office of Construction and Facilities Management has a 100% set-aside for Small Businesses (SB), Solicitation Number VA101-14-R-0218 for demolition and removal of existing boiler plant, chiller plant, exhaust stack, cooling tower building and other associated infrastructure and site improvements at the VAMC, Jefferson Barracks Division, St. Louis MO. The SB must be a company with an approved NAICS Code of 238910, Size Standard $15 million, and sufficient bonding capacity (100% payment and performance bonds required). Additionally, offerors will be required to submit a bid guarantee with their proposal. The magnitude of construction cost for this project is between $2,000,000 and $5,000,000 with a completion period of 237 calendar days after receipt of notice to proceed. Based upon the drawings and specifications to be provided by the Government upon release of the solicitation, the SB contractor shall provide all labor, materials, tools, equipment, transportation, supervision, coordination, and services necessary to demolish and remove existing building 70 (boiler plant), building 70A (chiller plant), "building" 71 (exhaust stack) and building 82 (cooling tower building), and their associated foundations, structures (including underground fuel storage tanks, and adjacent salt storage structure), and other site improvements, including all substructure and below grade utilities within the project bounds. The work includes asbestos and hazardous materials abatement, removal, and disposal; removal and disposal or salvage of existing plant equipment; underground storage tank and/or contaminated soil removal; earth and site work, including excavation, fill and/or disposal of surplus excavated earth and other material (such as concrete footings, foundations, slabs, etc.); removal and/or relocation of existing utilities; and site restoration including earth work, grading, and bio-retention facility construction. The contractor shall provide laboratory and field testing, and inspections. Work is to be performed at the Jefferson Barracks Division Campus of the St. Louis VA Medical Center located at 1 Jefferson Barracks Drive, St. Louis, Missouri 63125. NOTICE TO PRIME CONTRACTORS: The SB must be registered in the System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM prior to award. SOLICITATION and AMENDMENTS: Prospective Offerors must obtain copies of solicitation documents from FedBizOpps, which will be available on or about December 1, 2014. By registering at FedBizOpps (http://www.fedbizopps.gov) the Offerors will have access to downloading plans, specifications and amendments, which will be available only in Adobe PDF electronic format. The Offerors must be registered in SAM and have a DUNS Number to download documents. By signing up for the "Register to Receive Notification list" at http://www.fedbizopps.gov, you will be notified by email of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. PRE-PROPOSAL CONFERENCE: A Pre-Proposal conference will tentatively be held on December 16, 2014, at 10:00 a.m., in Building 61 on the Jefferson Barracks Division VA Medical Center Campus, 1 Jefferson Barracks Drive, St. Louis, MO. A site visit will be conducted immediately following the pre-proposal conference. The offerors shall submit questions ONLY to the Contracting Officer and must be received no later than December 22, 2014 at 4:30 p.m. Central Time. The government will respond to all questions via an amendment. There will be no public bid opening. The proposals will be evaluated and award made utilizing the Best Value, Trade-Off method per FAR Part 15. Offerors are advised award may be made without discussion. Proposals are tentatively due to the Contracting Officer by 2:00 p.m. Central Time on January 6, 2015.
