- This is a sources sought synopsis to determine the availability of potential small business (SB) sources capable of providing the Department of the Navy, Bureau of Medicine and Surgery (BUMED) Risk Management Office with the review, evaluation, statistical analysis and trending of data reports and preparation of reports and presentations related to the ongoing requirements of the Department of Defense (DoD) Patient Safety (PSP) and Quality Assurance Programs (QAP). The PSP/QAP services are requirements for all Joint Commission accredited facilities and their clinics both medical and dental as well as to designated fleet and marine sites plus the three Navy Dental Commands. This support includes the requirement for the manipulation of multiple DoD and Navy federally protected databases. The major functions for PSP and QA include 1) Data Collection, Analysis, and Tracking; 2) Reporting; 3) Briefings, Meetings, Presentations and Communications. Details about the individual positions are provided below. The PSP support, in addition to the data analysis and trending, serves as a subject matter expert for the database used by our 31 MTFs, engages in problem solving and serves as a consultant to the field for report design, searches, classification and other database questions and concerns. Annually, there are over 13,000 events collected in the DoD Patient Safety Reporting (PSR) system, and 31 MTFs using the software. The major functions supported by the PAP include the three mentioned above as well as Training/Instruction. The quality analyst is engaged with review, evaluation, statistical analysis, and trending of data reports and preparation of reports and presentations from multiple data sets that address all of the quality measures for BUMED- the reports are then dispersed to the 31 MTFs for action. The QAP addresses The Joint Commission (TJC) ORYX and DoD Healthcare Effectiveness Data and Information Set (HEDIS) quality measures, evaluates and tracks seventeen perinatal measures and four surgical measures, plus analyze and monitor trends for twelve TJC survey reports per year. The period of performance for the resultant contract will be 28 September 2015 through 27 September 2016, with four one-year option periods. A Firm Fixed Price contract is anticipated. The Government intends to use the policies contained in FAR 13.5, Test Program for Certain Commercial Items in its resultant contract for the services described herein. The requirements of FAR Part 12, Acquisition of Commercial Items, apply for this procurement. The NAICS code for this acquisition is 541990 and the standard is $15 M. Quoters possessing the requisite skills, resources and capabilities necessary to perform the stated requirement are invited to respond to this market research survey/source sought synopsis via the submission of an executive summary, no more than two (2) pages in length. The submission should include the following information: (1) company name, address, point of contact with corresponding phone number and e-mail address; and business size under NAICS 518210; (2) relevant corporate experience. Relevant corporate experience is defined as experience (within the past five years) that is of the same or similar scope (performing tasks to support all four major functions as required by this effort, including 1) Data Collection, Analysis, and Tracking; 2) Reporting; 3) Briefings, Meetings, Presentations and Communications; and 4) Training/Instruction), of the same or similar magnitude (providing similar quantities) and of the same or similar complexity (providing at a high executive/HQ level)., to that which is described herein. This relevant corporate experience information should identify the applicable contract number; total contract dollar amount; contract period of performance; details of the relevant services provided to include a brief description of the services performed; and a customer point of contact with corresponding telephone number and e-mail address.
