- This contract action was accomplished using other than competitive procedures because there is only one responsible source due to a unique capability provided, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. In support of the Joint Land Attack Cruise Missile Defense Elevated Netted Sensor System (JLENS) Cruise Missile Defense Systems (CMOS), the Army Contracting Command - Redstone (ACC-R) has a requirement for a JLENS Exercise Support (JES) effort. The contractor is to provide field and sustainment level maintenance supporting one JLENS Orbit deployed at Aberdeen Proving Grounds (APG), MD. The JLENS Orbit is comprised of two aerostats and all associated support equipment. Services provided are in support of satisfying the JLENS Orbit employment in an operational exercise in support of Homeland Defense and as a part of Operation Noble Eagle. Services provided by the contractor will include all preventative maintenance, repairs, tools, test, measurement, and diagnost ic equipment (TMDE), logistics, parts and subject matter expertise to ensure the JLENS Orbit is maintained at a fully mission capable condition. The ACC-R intends to negotiate on a sole-source basis with Raytheon Inc, Andover, Massachusetts, to fulfill this requirement. The proposed action is pursuant to 10 U.S.C. 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy agency requirements. Award to any source other than Raytheon would result in unacceptable delays and substantial costs. This acquisition is not open to foreign firms. All responses should be directed to Robert Porter at Robert.c.Porter42.civ@mail.mil and must be received within fifteen (15) days from the publication date of this synopsis. The proposed contract action is for services which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent to negotiate a sole-source action is not a request for competitive proposals. A determination by the government not to compete this proposed action based upon responses to this notice is solely within the discretion of the government. All responsible sources may submit a response which will be considered. This is NOT a formal notice of solicitation. Telephone or facsimile inquiries and/or responses will not be accepted.
