Description

PRE-SOLICITATION NOTICE: The Central Texas Veterans Health Care Systems (CTVHCS) Contracting Office (90C) at the Veterans Administration Medical Center (VAMC), Temple, Texas; anticipates awarding a Firm-Fixed- Price (FFP) Construction Contract to Install at the Community Living Center (CLC) a Med Air Gas System and Building under Project 674-14-031 Install CLC Med Air Pump, at the CTVHCS, Department of Veterans Affairs, Temple VAMC, 1901 S. 1st Street, Temple, Texas, 76504. The contractor shall provide all labor; equipment, materials, tools, and supervision needed to construct a medical gas building with med gas pump system. The building and system are needed to provide additional medical gas at our CLC. Contractor will provide all labor, equipment, materials, tools, and supervision to build the mechanical room to include and install a UL/CSA listed oil free med air pump including dual desiccant dryers, CO monitor, air tank, control panel, a small mechanical building, electrical connection, piping, exhaust fans, door and electrical roll up door, lighting, ceiling, at the VAMC facility in Temple, Texas. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for installation of CLC Med Air pump and a mechanical building at CTVHCS, Department of Veterans Affairs, VAMC Temple as required by drawings and specifications. All work will be performed at the Temple VAMC as shown in the SOW, NFPA 99, NEC and specifications. The entire projects Period of Performance (POP) is 150 calendar days after receipt of Notice to Proceed (NTP). The method of procurement shall be an Invitation for Bids (IFB) in accordance with Parts 14 and 36 of the FAR, with an estimated solicitation release date on or by January 29, 2015 and an anticipated award date on or before March 31, 2015. The VA reserves the right to use only Federal Business Opportunities (FBO) also known as FedBizOpps website - www.fbo.gov via the internet, to provide notification of any amendments to this requirement and to post the subsequent IFB Solicitation. It is the contractor's responsibility to view the FBO website daily for any amendments to this requirement and to obtain the IFB. This procurement is a competitive offer and the solicitation will be advertised as a 100% set aside for Service Disabled Veteran Owned Small Business (SDVOSB) concerns in accordance with (IAW) Public Law 109-461 (38 USC 8127). Offers received from other than SDVOSB concerns will not be considered. The applicable NACIS Code for this requirement is 236220, with a size standard of $35 Million. The magnitude of this construction project is: Between $100,000 and $250,000.
