Description
The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement to determine interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned and Small Business concerns for a construction project for a new Hanscom Primary School, Hanscom Air Force Base, Bedford, Massachusetts. The NAICS code for the work described below is 236220 with a project cost between $20M and $40M range. Work will begin around Spring 2016 and will extend over a 30 month period. The location of services to be performed under this contract shall be at Hanscom Air Force Base, Bedford, Massachusetts. The project will consist of the demolition of the existing primary school and associated building(s), the construction of a new primary school, and associated site work. The new primary building will be constructed as an addition to a newly constructed middle school building. The size of this multi story structure will be approximately 80,000 sf. The project will utilize clear span or similar construction methods to allow easier reconfiguration to meet future educational needs. Near term flexibility and adaptability will be accommodated through the use of fully integrated acoustical-rated, operable wall partitions which contribute to the engineered acoustical performance of the building. The project will include 21st Century School concepts such as: learning neighborhoods, central hubs surrounded by learning studios, flex labs, information center annex, gymnasium, food service area, supply areas, specialist rooms, art room, music room, commons area for dining and social networking, therapy rooms, teacher work rooms, counseling areas, storage, administrative offices and other required areas for a fully functioning facility. The project also includes related infrastructure such as: parking areas, mechanical rooms, delivery areas, covered walkways, playgrounds and site improvements such as signage, fencing, paving, landscaping, exterior lighting and utilities. The facility will require enhanced commissioning upon completion to validate energy performance and must obtain LEED Silver certification. Phased construction will be required to accommodate this project without interrupting school operations. Temporary school facilities will be part of this project, as well as deconstructing and restoring the temporary site after the primary school construction has been completed. Because this project occurs on an active installation at an active school campus, there will be significant equipment and personnel management requirements to minimize impacts to the surrounding school facilities. The contractor will also have a limited work area with limited access and all contractor personnel shall be screened for security purposes. Please provide up to three examples of projects substantially completed within the last ten years in which you have demonstrated the following construction capability and identify your role in the project(s): Experience with K-12 new educational facilities construction of at least 60,000 sf. Identify if facility(ies) included: clear spans in excess of 40 feet; acoustical design features; acoustically rated and glass operable wall partitions and moveable wall partitions; high performance energy systems; enhanced commissioning; and LEED certification for schools through USGBC. Experience working on an active school campus, to include demolition of large structures, with students, bus traffic, and operating classrooms within close proximity to the construction area. Experience scheduling phased construction activities and adhering to a baseline schedule to accommodate phased construction and without interrupting on-going activities. Experience providing temporary classroom facilities for use during construction of a new school facility. Experience with demolition of large structures in confined areas such as within an active school campus, in constricted urban settings, or similar. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.) as well as qualifications and specific examples of past experience in performing the work requirements stated above. Identify the responsibilities that your firm had in the specific project(s). The project examples must have been performed within the last ten years. The package must show project examples of all of the experience/expertise listed above. However, the experience does not have to be demonstrated on one single project. Please include a Point of Contact and phone number for each project example who may be contacted for further information on contractor's effort and performance. Please indicate the team subcontractors that will be used to support the offeror's effort and include their prior experience and qualifications. Proof of bonding capability must be submitted with the package. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
