Description
Military Sealift Command- Washington, DC (MSC-DC) intends to issue a Firm Fixed Price Indefinite-Delivery Indefinite-Quantity (IDIQ) Contract to a single source under the authority of FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about 02 February 2014 to L-3 Communications Corporation (L-3). The period of performance will include a one (1) year base period plus four (4) one-year option periods. The purpose of this contract is to provide MSC with the services to maintain, troubleshoot, repair, modify, and/or upgrade the Machinery Centralized Controls System (MCCS) aboard USNS SUPPLY class vessels. L-3 developed this system with the use of several of its subsidiaries under a previously awarded and completed contract. Because of this, the expertise for the maintenance of each part of the system lies within one or more subsidiary group of L-3. Given the complexities of the system which was newly installed by L-3 under a previous contract, L-3 is the only company with personnel that are intimately familiar with all aspects of the system design, software coding, and the interfaces to the existing ship's equipment. Further, in some instances, utilizing another company in the performance of this effort would result in potential harm to the Government in terms of voided warranties. This procurement is a FAR Part 12 acquisition being conducted using FAR Part 15 procedures. The North American Industry Classification System (NAICS) code for this requirement is 541330 with the size standard of $35.5 million. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within 7 calendar days of publication of this notice, shall be considered by MSC. All responses must be submitted to the Government point of contact at the email address lisa.bouchelle@navy.mil. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
