- Industry Questionnaire DRAFT Statement of Work (Subject to Change) THIS IS A REQUEST FOR INFORMATION. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. ANY REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This is not a Request for Proposal (RFP) or an indication that a contractual commitment will exist for this requirement. The Government is under no obligation to acknowledge receipt of any information received or provide feedback to respondents with respect to any information submitted. The Government does not intend to award a contract on the basis of this Request for Information. No funds are available to fund the information requested. This request for capability information does not constitute a request for proposals - no contract will be awarded from this notice and is not to be construed as a commitment by the Government. The Edwards AFB Contracting Office, Edwards Air Force Base (AFB), California 93524 is seeking 8(a) certified sources and is conducting market research to identify interested 8(a) firms for competitive Paint and Coatings contracts. Interested firms must be capable of furnishing all labor, equipment, and materials to perform all operations necessary in connection with providing exterior and interior painting of various base facilities, including coatings on water tanks and fuel tanks located at Edwards AFB, CA, Air Force Research Laboratory (AFRL), Air Force Plant 42 and other tenant organizations. This requirement includes all paint and coatings, material, equipment and supervision to perform surface preparation, asbestos/lead-based paint abatement; and associated sampling and testing of materials to determine the presence of asbestos or lead. All painting and coating work shall be performed in accordance with manufacturers' specifications, applicable federal, state, and local safety and environmental codes and regulations, Edwards Air Force Base Design Standards, and industry standards. All responding parties must provide your company's bonding levels, business size as related to the identified the North American Industry Classification System (NAICS) code, CAGE code, DUNS number, and 8(a) certification date. The NAICS code for this effort is 238320, Painting and Wall Covering Contractors, with a Small Business size standard of $15M. It is anticipated that a firm fixed-price Multiple Award, Indefinite Delivery Indefinite Quantity (IDIQ) contract will be awarded with a performance period of seven years with a six-month option to extend services in accordance with FAR 52.217-08. The government anticipates making no more than two awards. The total magnitude of this contract is estimated to be between $25M and $100M. This Sources Sought notice is for planning purposes only. Responses will assist the Government in determining the aquisition strategy for the Paint and Coatings requirement. RESPONSE INSTRUCTIONS: All interested parties who believe they can meet the requirements are invited to submit, in writing, a complete capabilities package that shall include at a minimum the completed industry questionnaire. Provide responses NO LATER THAN 30 DEC 2014 to Ms. Jenny L. Meadlin, Contract Specialist, by email to jenny.meadlin@us.af.mil or Ms. Deanna Wright, Contracting Officer, at deanna.wright@us.af.mil. Be advised that all correspondence sent via e-mail shall contain a subject line that reads "FA9301-15-R-0001, Paint and Coatings IDIQ." Note that e-mail filters at Edwards AFB are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e.,.exe or.zip files). Therefore, if this subject line is not included, the e-mail may not get through the e-mail filters. Also be advised that.zip or.exe files are not allowable attachments and may be deleted by the e-mail filters at Edwards Air Force Base. If sending attachments with e-mail ensure only.pdf,.doc, or.xls documents are sent. The e-mail filter may delete all other form of attachments.
