- This Sources Sought Notice (SS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. The 87th Contracting Squadron (CONS) located at Joint Base McGuire-Dix-Lakehurst (JB MDL), New Jersey, 08641, is performing market research to determine the availability, interest and capability of potential sources in preparation for a potential future contract. This is a market survey for written information only. The 87 CONS has a requirement as follows: The contractor shall provide all management, labor, supervision management support, transportation, equipment and materials to provide complete custodial services. All rooms/areas shall be inspected then cleaned as necessary to maintain a level of asepsis commensurate with the government's use of the room. The following description will be required to satisfy the aseptic cleaning of 161,292.21 square feet. HOUSEKEEPING. Housekeeping is classified into three general definitions, Cleaning, Protection and Beautification. The contractor must provide case driven housekeeping to non-critical care areas. The contractor will provide constant policing as the need arises. There will be cycle task line items which include window cleaning, light fixture cleaning, and linen services. The contractor shall sort, weight, and /or account for linen. The contractor shall regulate medical waste by collecting and transporting containers to separate carts for general refuse. PERSONNEL. The contractor shall provide on-site Executive Housekeeper to serve as and on site manager representing the contractor and shall supervise and train employees, and maintain contract and employee records to ensure compliance with all provisions of this contract. The executive housekeeper must have at least three years of prior experience in healthcare housekeeping management within the last five years and have participated in, and successfully satisfied the requirements of, an Accreditation Association for Ambulatory Health Care survey during that three year period. During this three year period of employment the HS shall have demonstrated the following abilities: the ability to adapt standards for environmental sanitation to the needs and requirements of a hospital; the ability to supervise hospital housekeeping labor force and intermediate supervisors; meet the following experience requirements during the three years immediately preceding the date established in the RFP; As supervisor, he/she shall have 12 consecutive months of experience as an healthcare custodial supervisor in a healthcare facility; and he/she shall have been responsible for departmental procedures, supervision, scheduling, work assignment training, hiring/firing, and quality assurance and overall contract performance. The contractor shall not employ any person who is an employee of the United States Government (either civilian or military) if the employment of that person would create a conflict of interest unless such person seeks and receives approval in accordance with medical treatment facility (MFT) directives and publications. The contractor shall not hire military individuals who are assigned to the MTF. The contractor shall not hire any convicted felons. TRAINING. The contractor shall ensure initial infection control and blood borne pathogen training is provided prior to start of work. The contractor shall ensure that their employees participate in any required MTF sponsored personnel orientation courses. UNIFORMS & HYGIENE. All employees (except the Executive Housekeeper, administrative personnel, and/or personnel assigned full time in critical care areas) shall wear contractor-provided standard uniforms that shall be clearly distinguishable from all US military uniforms. The uniforms shall be worn as designed by the manufacturer. The uniform shall include shirt or blouse and slacks, skirt, or dress. Where required the contractor will furnish their employees with safety (steel toe) foot ware. All personnel shall display legible identification of the employee's and company's names on their uniforms. Badges are acceptable. All personnel shall also be required to wear (when on duty) any and all identification badges required and provided by the government. HEALTH REQUIREMENTS. The contractor is responsible for reporting (to the appropriate MTF staff member) all information necessary to ensure hospital records can be maintained correctly, and therefore comply with the AAAHC, OSHA, NIOSH, CDC, or other accreditation agency employee health records requirements. The contractor shall be responsible for ensuring that all personnel report to the appropriate government physician to receive the pre-employment examinations and immunizations/shots prescribed by the MTF. QUALITY CONTROLS. The contractor is responsible for all aspects of quality control on the contract. Contractor shall have a quality control program to assure all requirements of the contract are provided as specified. The program shall be continuously improved and be documented as the Medical Facility Adapted Manual (MFAM). The MFAM shall as a minimum outline work instructions/procedures product descriptions to implement contractual obligations and a documented inspection system covering the service requirements including, daily sampling inspections of the rooms Inspections description shall include specifics as to the areas to be inspected, frequency of inspections, and the title and organizational placement of the inspectors. The NAICS code for this requirement is 561720, Janitorial Services the small business size standard is $16,500,000.00. Any interested firms should submit a written capabilities statement detailing: (1) experience in providing medical custodial services and (2) past performance references. In the capabilities statement, potential contractors should provide their size status for the above referenced NAICS (i.e. large or small) and verification of 8(a) program.
