- DLA Energy will be soliciting requirements for a long term (20 years) supply and purchase of electricity generated from newly constructed renewable energy generation assets for delivery to various Naval Installations located in the Military District of Washington (MDW) and PJM market footprint. The procurement will be executed using the authority under 10 U.S.C. § 2922a. Under this procurement, the Government plans to enter into a long term Renewable Energy Supply Agreement (RESA) whereby an Contractor agrees to finance, design, install, operate and maintain a renewable power generation system on private land and the Government will agree to purchase the energy produced from the system at a firm-fixed price. DLA Energy will request competitive proposals for the purchase and delivery of the off-site renewable energy for a 20 year period to Joint Base Anacostia Bolling, National Naval Medical Center Bethesda, Naval Maritime Intelligence Center, Washington Navy Yard, United States Naval Observatory, Naval Support Activity (NSA) North Potomac Carderock, and U.S. Naval Academy Annapolis. The RFP will request that the Contractor furnish all labor, materials, tools, equipment, and incidentals required to produce and deliver electricity generated from a newly constructed off-site renewable energy generation system, including all associated Environmental Attributes, capable of meeting up to 100% of the electricity requirements of the above listed installations. This totals 425,463,439 kWhs annually. At a minimum, the Contractor's system must be capable of supplying at least 235,000,000 kWhs annually. Contractors proposing less than the full requirement may propose to supply the balance of power from conventional energy resources. However, the Government will not consider proposals where the conventional power quantities exceed 49% of any single year requirement. The Contactor shall deliver all electricity into the Pennsylvania, Jersey, Maryland Power Pool (PJM), provide the interconnection agreement, maintenance, and ancillary services to properly supply the renewable power to the point of utility inter-connection, and then schedule it with the local utility for ultimate supply to the Navy meters.
