Description
Sources Sought Notice This Sources Sought is to determine the proper set-aside category for a solicitation to install flooring around Altus AFB. (a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. (b) Although proposal, contractor, and offeror may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as "proprietary" or "confidential," intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued by the 97th Contracting Flight in Altus AFB, OK for the purpose of collecting information about the interest and capabilities to install flooring in multiple buildings across Altus AFB. This project shall include but not be limited to the following: BRIEF DESCRIPTION: Provide all personnel, equipment, tools, materials, supervision, administration and services necessary to remove, dispose of, purchase and install floor coverings and accessories as specified in each delivery order. The work occurs in various facilities and commercial applications, on Altus Air Force Base in indefinite quantities. All work to be performed shall be IAW recommended manufacturer's commercial specifications and industry standards. The Contractor may be required to perform floor covering installation on multiple delivery orders at one time. The guaranteed minimum contract amount for the life of the contract is $10,000. MOVING FURNITURE: The Contractor shall be responsible for the removal and reinstallation of the following furniture type items: desks, bookcases, cabinets, credenzas, tables, boxes, chairs, trashcans, and dormitory furnishings. Contractor will not be responsible for the moving of computer equipment, vending machines, personal items, safes, pool tables, or wall hangings. Furniture moved by the contractor shall be returned to its original location. The Contractor shall be responsible to move, lift and reset System and Modular Furniture to the extent necessary for tucking carpet tile under walls/legs. REMOVAL OF FLOOR MATERIALS: The Contractor shall remove all flooring materials to accommodate the installation of new materials. The Contractor shall clean and prepare existing substrates to receive new materials. FLOOR PREPARATION: Before any work begins, the Contractor shall remove top layer of existing flooring and correct all defects such as rough or spalling concrete, low spots, high spots and uneven surfaces to ensure a smooth, true and level plane except where indicated as a sloped area. Concrete curing compounds, paint, varnish, oils, release agents, sealers, waxes and adhesives shall be completely removed. CLEAN-UP AND DISPOSAL: Vacuum newly installed carpet using a machine with a face-beater bar element. Remove spots or stains and replace flooring materials where spots cannot be removed and clean base cove of all foreign materials. Clean all other flooring materials according to the manufacturer recommendations and specifications. The Contractor is responsible for removing all waste materials and debris from the installation site and discarding at a state permitted disposal site. FLOOR LEVELING/FLOATING: If Contractor determines that additional floor leveling or floating is required, the contractor shall request approval prior to commencement of work. MOISTURE TESTS: Contractor may be required to perform moisture tests as specified in the delivery order. Concrete floors must be allowed to cure prior to installation of flooring materials. The suitability of concrete subfloor for receiving flooring products with regard to moisture content shall be determined by spreading a 6" x 6" patch of adhesive in each of 150 SF area to receive flooring and allowed to dry overnight. If latex underlayment is used, test patches shall include areas covered with underlayment. If the set adhesive can be scraped easily from the floor surface, the floor is not sufficiently dry. Repeat tests until adhesives adhere properly. When adhesive adheres tightly to the floor surface, proceed with the installation. EMERGENCY WATER EXTRACTION: Vendor shall be required to provide estimates to determine the extent of water damage to the flooring. The estimate will be for water extraction and Microban application (or similar product), as required. FLOORING MATERIALS: The Contractor shall furnish adhesives, seam sealer, seam sticks, welding rods, seam tape, tack strips, etc. for installation of floor covering materials. Contract Line Item Number (CLIN) pricing shall include the cost of flooring removal, clean-up and disposal debris, flooring preparation (excluding leveling floors and floating floors), flooring materials and installation costs (including labor). (e) It has been determined that there are qualified firms in accordance with Public Law 109-461 that are capable of performing under NAICS Code 238330, "Flooring Contractors", with a size standard of $15 M. The Government's intent to solicit the below information. (f) Responses to this sources sought notice must include the following information: (1) General information about your company including name, address, contact person, phone number, email address(s), DUNS number and company website if available. (2) Type of business such as Service Disabled Veteran Owned small business, Veteran Owned small business, 8(a), small business, Hub Zone small business, Small Disadvantaged business, large business, etc. Notification shall be submitted as soon as possible but no later than 4:30 PM CST, Friday, December 19, 2014.
