Description
THIS IS A SOURCES SOUGHT NOTICE. In accordance with FAR 15.201(e), Exchanges with Industry before Receipt of Proposals, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to the Sources Sought Notice. The purpose of this announcement is to gain knowledge of potential qualified sources and their size classification. NAICS Code 562211 applies. The South Texas Veterans Health Care System (STVHCS) is seeking potential sources capable of providing an effective automated on site-treatment system for the STVHCS. The objective of this procurement is to enhance, monitor, and dispose of hazardous regulated medical waste in accordance with VHA Directive 2009-065, Waste Minimization and Compliance Reporting. The Veterans Health Administration (VHA) directive provides policy for collecting and reporting data required for reports for the Office of the Federal Environmental Executive, the agency environmental executive, and the Environmental Protection Agency on waste generation, waste disposal, and waste handling throughout VHA. The Resource Conversation and Recovery Act (RCRA), cover the generation, treatment, storage, disposal and transportation of both hazardous and non-hazardous waste, and emphasizes on source reduction as the highest priority. RCRA requires cradle-to-grave management of Hazardous Waste (HW). The contractor shall furnish a self-contained unit that consists of both a sterilizer and compactor system to manage the medical and solid waste for the STVHCS. For the purpose of this delineated outline regarding the healthcare systems requirements, "self-contained" is defined as one unit or multiple units bonded to replicate a single unit. The contractor must also furnish a unit that is constructed for outdoor use (the system must be built for external use, to include withstanding various types of weather and/or other environmental induced elements that occur when maintaining equipment away from a physical structure that acts as a shield). Due to the facility being located in a prime area (within San Antonio's Medical Center), space is limited and we are essentially landlocked. With that stated, the contractor must furnish a self-contained unit that is suitable for the specified space dimensions (Length: 15ft by 7 in. and Width: 7ft by 10 in.). These dimensions are necessary to conform to the existing surrounding structures and equipment needed to maintain facility operations. In addition to the space requirements, the self-contained unit must conform to existing sanitary sewer drains. Responses to this sources sought notice must include the following information: 1) Company name, address, contact person name, phone number, email address, DUNS #, and business size/classification/type (i.e. 8a, Hubzone, SDVOSB, VOSB, etc.), NAICS code, and state either you distribute or manufacture these items. Responses to this Sources Sought Notice should be emailed to kevin.johnson8@va.gov. Responses must be received no later than 4:00 PM 12/17/2014. No solicitation document is available at this time. This notice is simply for Market Research Purposes only.
