- Solicitation Number: VA528-15-Q-00054 Notice Type: Special Notice of Intent to Sole Source THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Department of Veteran Affairs, VISN 2 Network Contracting Office intends to award a sole source contract for the Buffalo VA Medical Center, 3495 Bailey Avenue; Buffalo, NY 14215-1129 and Syracuse VA Medical Center, 800 Irving Avenue; Syracuse, NY 13210-2716. The intention is to enter into a firm, fixed-price contract for a Base Year with 1 (one) possible Option Year on the basis of other than full and open competition in accordance with FAR 6.302-1(a)(2) due to having only one responsible source that can provide required medical devices to the Buffalo and Syracuse Veterans Affairs Medical Center Cardiology Departments for cardiac heart monitors. Places of Performance: Department of Veterans AffairsDepartment of Veterans Affairs Buffalo VA Medical CenterSyracuse VA Medical Center 3495 Bailey Avenue800 Irving Avenue Buffalo, New York 14215-1129 Syracuse, New York 13210-2716 Purpose and Objectives: The Department of Veterans Affairs, in particular, the Buffalo and Syracuse VAMC is conducting market research to determine if there are adequate businesses capable of providing Cardiac Heart Monitors and Event recorders to meet their yearly estimated usage. This announcement is to inform any applicable businesses, that the Buffalo and Syracuse VAMC's intend to sole source this requirement given local market research and findings, as well as research in the market place for available sources. The objective for this effort is to identify interested parties that can provide directly to the medical centers, the Cardiac Heart Monitors, specifically the 30-Day Event Monitors and Cellular Monitors, that will meet the below requirements as outlined. The requirements for these monitors and event recorders have been predetermined necessary by the medical professionals at the medical centers that regularly request the medical device. They have set forth a standard for what is required to meet the standard of care for the veteran patients given their specific and individual needs. Cardiac Heart Monitor/ Mobile Telemetry: "Monitor must be able to detect QRS Morphology "Up to 30 days continuous monitoring and ECG memory storage "P-wave Analysis "Correlated Heart Rate trend and AF Burden Graphs "Be able to report correlated heart rate trend and AF incidence on the same graph "Automatic detection and wireless transmission "100% AF sensitivity and positive predictability Response Responses to this Special Notice should be able to demonstrate the firm's ability, capability, and responsibility to deliver the service listed above. The purpose of this Special Notice announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. No funds have been authorized, appropriated, or received for this effort. Responses should include the following information: Business name, address, business size and Socioeconomic Category (HUBZone, 8(a), Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number. All offerors must be registered in the System for Award Management (www.sam.com) and Representations and Certifications must be completed prior to any future award. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to provide the full maintenance and repair service on equipment listed. Determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 334510 (500 Employees). Any offeror capable of providing this service shall notify the Contracting Officer by email within 7 calendar days from the date of the publication of this Special Notice.
