Description
Notice of Intent The United States Army Corps of Engineers intends to acquire similar services in the value of $9.8M dollars through a capacity increase under the existing sole source contract from Quantitech, the firm currently providing Systems Engineering, Test and Evaluation and Computer Resource support to the Counter- Rocket, Artillery, and Mortar (C-RAM) Program Directorate (PD). The North America Industry Classification System (NAICS) Code is 541990. The anticipated source is Quantitech, Inc., 7027 Old Madison Pike NW Suite106, Huntsville, AL 35806-3200. This is not a formal solicitation or request for quote. This notice of intent or synopsis is to give notice of the Government's intent to make a sole source award under the authority cited in 10 U.S.C. 2304(c)(1) and implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Services Will Satisfy Agency Requirements. Contractors who can provide the U. S Army Engineering and Support Center with the services, in accordance with the synopsis listed below, are invited to submit electronically an affirmative written response indicating a bona fide ability to meet this specific requirement. The general requirement is to provide systems engineering, test and evaluation and computer resource support for the remaining 18 months of a 36 month contract. The initial contract was for a base year period of 12 months, with two optional periods of 12 months each. The contractor shall provide the following services: (a) Task 1 -The Contractor shall provide a Corporate Safety Health Plan. The Contractor's Corporate Safety and Health Plan shall conform to EM 385-1-1, latest revision. (b) Task 2- Provide a Property management plan detailing how the contractor will manage property while addressing the 10 mandated outcomes as stated in FAR 52.245-1(f). (c) Task 3- CONUS and OCONUS Travel-The contractor shall perform CONUS and OCONUS travel as required. (d) Task 4- C-RAM Support- This effort will require supporting and assisting the Government with Systems Engineering; lnteroperability Analysis and Requirements Definition; System Demonstrations, Operational Test and User Evaluations; Simulation and Support Software Development; and Computer Resource Support. (e) Task 5- Army Contractor Manpower Reporting --The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report contractor manpower information (including subcontractor manpower information) required for performance of this contract. The contractor shall submit all the information required in the format specified at the following web address: https://cmra.army.mil/default.aspx. (f) Task 6 - (Optional) Defense Base Act Insurance. If directed and authorized by the Contracting Officer, the Contractor shall procure Defense Base Act (DBA) insurance for all employees working outside the U.S. (at locations requiring procurement of DBA insurance as directed by the Contracting Officer) in support of contract work as required. Responses should appear on company letterhead and include, at minimum, affirmation of active registration in the System for Award Management; your Data Universal Number System (DUNS) number, any applicable processed credentials and qualifications, and any applicable pricing data or information. All responses should include a point of contact, telephone number, and electronic address. Additionally, respondents should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUB Zone, service disabled veteran-owned small business, or qualify as socially or economically disadvantaged and whether they are U.S. or foreign owned. Responses to this notice will be used to determine the availability of this type of service. All responsible sources may respond to this synopsis and all responses will be considered by the agency.
